Summary of the work A team of UI/UX resources are needed to produce UI/UX designs and prototypes in support of a series of in-house capabilities. The designs will inform user research and existing product requirements which will support the work of internal software development teams. Expected Contract Length 12 months with up to a possible 12 months extension Latest start date Monday 12 September 2022 Budget Range £300-000 - £500,000 Why the Work is Being Done The NCCU have built a number of capabilities on the AWS cloud and require a group of experienced resources to produce better user experiences for our users. Problem to Be Solved We want to speed up our delivery cadence by having an agile team of UI/UX resources to work alongside internal developers to bring value to users at pace. The NCCU does not currently have much UI/UX expertise as such our delivery to users is slowed. This requirement will address this. Who Are the Users National Cyber Crime and wider policing colleagues Early Market Engagement N/A Work Already Done There are a number of interfaces which we would like to iterate on Existing Team Some internal developer resource Current Phase Beta Skills & Experience • Evidence of proficiency in UX, UI and interaction design techniques • Evidence of proficiency in UI/UX design tools • Evidence of proficiency in JavaScript frameworks such as Vue.js or React (Angular experience a bonus) • Evidence of proficiency in creating wireframes and prototypes to support user research, stakeholders and design team decision making. • Experience of working with internal developer teams to transition designs to production • Demonstrable experience of responsive UI design not limited to static pages, but also using APIs to create dashboards • Experience of testing frameworks such as Cypress or Jest • Clear understanding of user centred design best practice and accessibility practices • Experience of planning, documenting and communicating the design process and concepts in a clear, concise manner Nice to Haves • Experience working in Agile environment • Previous experience of automating testing utilising headless testing frameworks such as Selenium • Ability to bring best practice from other sectors, including the application of UX security • Experience with driving user feedback sessions including alpha and beta testing Work Location Units 1-6 Citadel Place, Tinworth Street, London, SE11 5EF Working Arrangments Hybrid working resources required to attend Spring Gardens on a regular basis to collaborate and sync with internal development teams Security Clearance SC as a minimum, with the potential requirement for the NCA's enhance vetting. This will be Sponsored by the NCA. Additional T&Cs Additional terms will be sent to shortlisted suppliers including Security and FOIA terms as NCA is not subject to FOI requests. Shortlisted suppliers will be required to utilise Bravo after shortlisting. Evaluation will be on a scale of 0 to 5: with a minimum score of 3 to pass on essential skills. Which suppliers did you work with, to complete the Discovery and Alpha phases please? None, we need suppliers to deliver these phases 2. As the current phase is marked as Beta, please could you confirm who delivered the Discovery and Alpha phases? The current stage is Alpha, previously where it was marked as Beta was a typo 3. The experience required covers technical as well as UX/UI skills. Does the NCA require a Front End Development Team or pure User Design team? Both are required 4. Will the NCA sponsor Security Clearance for appropriately qualified staff? TBC, however the supplier can start without clearance and work remotely for the time being 5. Is the prototyping done with the prototyping kit using the GOV.UK design system or something different? We don’t have a prototyping kit at present, but hope to have a design system based on the kit from GOV.UK 6. "Is SC Clearance needed before the person can start or can they start once the clearance has been applied for?Will NCA sponsor both SC and NCA clearance? They can start without clearance and work remotely for the time being 7. who is the incumbent providing these services? NCA 8. Please can you confirm if the roles required for this project would be a permanent team or if they would only be on this project temporarily and then assigned to different projects once this work is completed? Permanent team working on the one project (creation of the toolkit) and then dovetailing into small projects that would feedback into the parent project 9. Many relevant case studies are in related sectors to that of the Agency; by their nature, they require client confidentiality. Will it be acceptable to provide 100-word responses which anonymise the client organisation/programme? Depends on the project and is subject to NCA review 10. Can the Authority please provide indicative dates for shortlist announcement, proposal clarification and submission deadlines, clarification/presentation session (if applicable) and successful supplier announcement? It is the NCA intention to issue the short listing results on the week beginning the 15th August 2022 depending on the number of response. Presentation with shortlisted suppliers are likely to be week beginning 22nd August 2022 11. Please indicate the Authority roles in the internal development team and who the UI/UX team will be reporting to Greg Elliot (Head of Technology), Grace Chiu (Software Development Manager), Chris Bishop (Dev Ops Manager) 12. Does the internal development team currently have a mix of Authority and Contractor personnel? Yes 13. Is there an existing supplier which has been previously engaged at the NCA providing UI/UX services similar to those required for the project engagement? No 14. Is there an existing supplier which has been previously engaged at the NCA providing UI/UX services similar to those required for the project engagement? No 15. "1. Can you clarify what type of deliverables would be required from the UI/UX team in respect of JavaScript e.g. work with your front end developers, create front end code? REACT and VUE component based front end, working with internal developers 17. Please can you clarify the meaning on ‘UX security’ and what this relates to? UX Front end development security best practices. The need to sanitise, validate input data. Recognise that client side technologies are insufficient to protect against malicious behaviour. Recognise that resources sent via the browser can be obtained by malicious actors and implement measures to mitigate against these. 18. For question “Ability to bring best practice from other sectors, including the application of UX security”, please could you elaborate on what you mean by UK security? UX Front end development security best practices. The need to sanitise, validate input data. Recognise that client side technologies are insufficient to protect against malicious behaviour. Recognise that resources sent via the browser can be obtained by malicious actors and implement measures to mitigate against these. It's also bringing any secure development practices that the supplier may have encountered with other industries that may be applicable during development 19.
