The University is seeking consultancy support to undertake a climate risk assessment and audit of the University estate. The aim is to assess, understand, mitigate and manage the impact of climate events on the University of St Andrews estate and operations. This audit will consider a response to both immediate risks, such as extreme weather and flooding, and sustained risks resulting from longer-term changes in climate and their respective impact (tipping points) on the University estate and assets. Lot 1: The University is seeking consultancy support to undertake a climate risk assessment and audit of the University estate. The aim is to assess, understand, mitigate and manage the impact of climate events on the University of St Andrews estate and operations. This audit will consider a response to both immediate risks, such as extreme weather and flooding, and sustained risks resulting from longer-term changes in climate and their respective impact (tipping points) on the University estate and assets. Key early actions and next steps identified within this plan include: Tree surveys and database Drain clearage schedule Review of critical infrastructure Generate a standardised method of reporting weather impacts to monitor climate effect Incorporate specific climate challenges into risk register (hold risk identification workshops) Deeper consideration of changing climate (from identified risks) during new builds and major refurbishments Investing in longer lasting repairs and more frequent inspections Promote teaching and research opportunities on climate adaptation. This Scope of Works seeks a competitive proposal to build upon past works, and systematically undertake a physical audit of the University estate to identify and quantify climate risks. The intent is these audits and assessments shall form the basis for implementation plans, which in turn will inform wider University capital development planning and prioritisation of refurbishment projects. Tenderers are also requested to provide a proposal for a second phases of works to develop an action plan and, process for integration into wider University development plans, as part of a mitigation strategy. These works will fit into a wider ‘building scorecard’ approach the University is using to inform its capital planning and phasing process. This will include other aspects such as energy performance, functionality space, maintenance/compliance, and accessibility audits to set requirements for and prioritise future building refurbishments.
