This contract will cover the contracting authority's need to purchase equipment for document scrutiny in the form of radiation units/microscopes/handheld and small equipment/equipment for automated scanning of ID and travel documents. In addition, the contract will cover support, repairs and maintenance, as well as a warranty and possible needs for courses/training. The procurement is divided into the following lots: 1. Lot 1 Radiation units 2. Lot 2 Standard Microscopes 3. Lot 3 Handheld and small equipment (UV lamps, magnifying glasses, etc.) 4. Lot 4 Equipment for automated scanning of ID and travel documents Lot 1 Radiation units: Framework agreement for document scrutiny equipment This procurement will cover the contracting authority's need to purchase equipment for document scrutiny in the form of radiation units/microscopes. In addition, the contract will cover support, repairs and maintenance, as well as a warranty and possible needs for courses/training. The Norwegian Police Service currently has several service locations that are equipped to check, inspect and assess the authenticity of ID documents, etc. There is a need for a tenderer who can offer relevant products, services and maintenance, consultancy and necessary follow-up. The general aim of the procurement is that it shall contribute to: • Users being able to perform their work assignments quickly and rationally • Secure and stable operation with good products and cost-effective solutions The contracting authority wants a professional collaboration partner that is future-oriented with good quality and functional that also follows the developments in the market. The contract will ensure that the police have: • Access to stable, appropriate and cost-effective equipment for the 1st, 2nd and 3rd line. • Robust and operationally secure and reliable products that are adapted to support the Contracting Authority's tasks in a favourable manner • Service and maintenance of equipment, cf. Annex 1 Attachment 1 • Necessary maintenance and upgrade of software so that the equipment functions properly, cf. Annex 1 Attachment 1 • Standardised equipment solutions based on the relevant work situation and actual needs • Effective training and support from the tenderer and third-line consultancy services when the equipment is standardised and familiar. • The most uniform protocol possible with documented controls/scrutiny across the service locations. • Good and cost-effective solutions (software and hardware) The procurement is divided into the following lots: 1. Lot 4 Equipment for automated scanning of ID and travel documents Reservation is made regarding unforeseen events or major changes in the contracting authority's needs, which can result in an extended need than the probable estimate for the products. This extended need could increase the contract value up to an estimated value of NOK 5 million excluding VAT. In addition, the contract will cover support, repairs and maintenance, as well as a warranty and possible needs for courses/training.
