The objective of TfL's Solar Private Wire project is to enable TfL to directly receive zero-carbon electricity from decentralised sources, reducing the carbon emissions associated with the operation of the London Underground network. The project is focused on direct connection to new-build solar photovoltaic generation. TfL is conducting this early market engagement exercise for TfL's Solar Private Wire project to detail TfL's intended strategy prior to going to market, and to invite feedback on the proposed approach via a questionnaire. A prospectus document and draft technical materials are currently available via TfL's e-tendering portal, and TfL intend to conduct a series of 1-2-1 sessions with a selection of respondents following the deadline for response to the questionnaire, which is 5PM on 3rd May 2023. The project is focused on direct connection to new-build solar photovoltaic generation. This market engagement is designed to test the proposed approach, detailed below. Currently, TfL intends to contract with a solar developer/provider who can supply zero-carbon energy at the point of generation, with a direct private wire connection to LU's power distribution network. TfL is subject to public sector procurement legislation, and therefore wishes to formalise a collaborative relationship (by establishing a single-supplier framework) with a provider according to a number of requirements and priorities. This mechanism will allow for individual projects to be subsequently 'called-off' (i.e. negotiated and contracted for via a private/direct wire Power Purchase Agreement, PPA).
