150 MW Electrical Boilers at Norbis Park

This procurement procedure concerns the award of a contract regarding delivery and installation of a 150 MW Electrical Boiler Plant and distribution manifold used for District Heating. The procurement procedure is carried out as a negotiated procedure with prior call for competition according to section 47 of the Utility Directive (2014/25/EU). See section 3.5 in the Tender Conditions for additional information about how negotiations will be conducted. Lot 1: Aalborg Forsyning is planning to phase out coal and all other fossil fuel consuming units by the end of year 2028, by implementing a variety of different new heat producing units. A key element for this transition is to install a 150 MW Electrical Boiler Plant as contingency and peak load Heat production including temperature boosting of other heat producing units with a low discharge temperature (e.g., temperature boosting from 75 to 90 °C). This procurement procedure therefore concerns the award of a Contract regarding delivery and installation of a 150 MW Electrical Boiler Plant and manifold. The scope of work includes complete engineering, delivery, erection, commissioning, and documentation of a 150 MW Electrical Boiler Plant for production of District Heating water with a maximum discharge temperature of 98 °C. The contractor’s work shall include all measures and secondary services that are necessary for the full completion of the boiler plant. The boiler plant must be designed as 3 x 50 MW boiler units. Main components of the scope of work includes: • 3 pieces complete boiler units including internal and external pipe circuits with pumps, valves, instrumentation etc. • 2 pieces common District Heating manifolds (return/flow) that connect the boilers to the external District Heating grid and possible luke warm District Heating producers. • All necessary auxiliary equipment, such as chemical dosing and Nitrogen supply. • All necessary stairs and platforms for access for service and maintenance.
