•Caerphilly County Borough Council (CCBC) is seeking to appoint a consultant to undertake a feasibility study for Blackwood Miners’ Institute.The aim of the feasibility study is two fold:1. Support the Council in moving the governance of Blackwood Arts Centre from the local authority to an independent trust model, which may also include setting up a company limited by guarantee or other suitable structure.2. Examine Blackwood Miners’ Institute’s existing business model and consider alternative models, including for staffing, that could improve service delivery, reduce the public sector subsidy, reduce risk, and safeguard the venue for the future under an independent trust model.The budget for this commission is £30,000.00 (exc. VAT).The study must commence as soon as the Terms & Conditions (located in the Procurement Documents) have been signed and returned. The final report must be completed and submitted to the Regeneration Services Manager no later than 31st May 2025.Subject to the outcome of this work and to ensure continuity the Council reserves the right to retain the services of the Consultant to assist it in the next phase or phases of the project. This is not guaranteed, and the costs of this potential ongoing work will be agreed by both parties based on the rates listed in the Pricing Schedule submitted that will need to be submitted with the tender response.
