The Council is seeking tenders for a measured term service contract for Highway Maintenance works for a four-year period from January 2025 to December 2028. If successful, the Contractor will be appointed as one of a panel of two Contractors. You are welcome to submit your application in English or in Welsh, each application will be treated equallyThe tender and all supporting documentation are only available from the Proactis Supplier Portal, which can be directly accessed following registration.NB: Tender information and any questions and answers relating to the tender will only be available directly from the portal and will not be communicated by any other means.Tender submissions will only be accepted via the portal and not by any other means unless otherwise agreed in writing by the Council.E-Tender access information:— Go to https://supplierlive.proactisp2p.com/Account/LoginYou can access the opportunity by completing the following steps:If you have not already signed-up to the Proactis Supplier Portal, click "Signup", complete the required information and then click "Register".— Registration should only be performed once for each Organisation.— If you think that someone in your Organisation may have already registered on this Portal then you must not register again.— Please contact the Primary Contact in order to arrange access to the Portal.An activation email will be sent to the email address of your primary contact.Click on the link contained within the email to activate your account.Sign into the Proactis Supplier Portal by entering your Login Name that you previously provided. Click the White Arrow in a Blue Circle.It is recommended that you read the information provided in the documents that can be found if you click the line marked "Request Documents" before attempting to answer any of the questions.(WA Ref:146244)Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:Z22.2 Training and employment opportunitiesThe successful contractor will be expected to consider the opportunities to recruit and train long term economically inactive persons as part of the workforce delivering this contract.The Employer is keen that the successful contractor consider the opportunity to offer (apprenticeships/NVQs/H&S training/etc) during the life of the contract.Z22.3 Maximise supply chain opportunities for SMEsThe successful Contractor will be expected to work with the Employer to open up opportunities for SMEs, including social enterprises, to bid for 2nd & 3rd tier supply chain opportunities arising from this contract. It is expected this will include:-- advertising subcontracting opportunities on Sell2Wales- Using the Welsh Assembly Government’s Supplier Development Service to hold ‘Meet the Buyer’ eventsZ22.4 Other benefitsThe successful contractor will be encouraged to secure other positive outcomes that would benefit the community they operate within, for example:-- working with local schools and colleges - work experience/work placements- contributing to community regeneration schemes- Long-term economically inactive’ in this invitation means those who have not been in paid employment in the last 3 months immediately prior to the date of this invitation.
