Pursuant with the options included within the OJEU Contract Notice and tender documentation accessible at point of publication, Portsmouth City Council (the 'Council') has extended the scope, term and value of the lead consultant multi-disciplinary contract awarded to Savills (UK) Limited (the 'Supplier') in order to progress the delivery of an expanded scheme relating to the City Deal site, hereafter referred to as Tipner West. The overall value of the contract has risen from an estimate of GBP 3 million to GBP 10 million — GBP 13 million, although this may be subject to change. As overall delivery of this strategic regeneration project is subject to a range of factors, many outside of the Council's direct control, a firm date cannot be provided for completion of activities and associated contract term, however the Council is working to a start on site date of Q3 2023, although the Council may commission services from the Supplier via the contract beyond this date as required. Pursuant with the options included within OJEU Contract Notice (2015/S 157-289023), the tender documentation accessible at point of publication and in wider accordance with Regulations 72 1) (a) and (e) of the Public Contracts Regulations (2015) — Portsmouth City Council (the 'Council') has extended the volume of activities, term and value of the lead consultant contract awarded to Savills (UK) Limited (the 'Supplier'), as confirmed within the previous OJEU Contract Award Notice (2015/S 237-430945), in order to progress the delivery of an expanded scheme relating to the City Deal site, hereafter referred to as Tipner West. In response to the requirements set out within Key Output 3 of the specification available at point of publication as well as within the body text of the OJEU Contract Notice, being: ‘3. Masterplan — Use the information to explore options to maximise the opportunities of these sites to deliver sustainable development that creates a new community. The Council will look for innovation and imagination in the masterplan and supporting application or local development order to ensure that the future development is of high quality and sustainable in all elements. In developing the masterplan the Council needs to work with the team to explore all alternatives and evidence why options have been discounted. Consideration must be given to options such as land reclamation, alternative energy sources and the potential to create further deep water frontage and habitat mitigation. Consideration also needs to be given to the possibility of further land coming forward at a later date and land in private ownership not coming forward at suitable timescales.’ The supplier has worked in collaboration with the Council to fully investigate options to produce an expanded scheme which could deliver: • significant land reclamation providing 2 250M of waterfront • 'Green travel' over water bridge link between Tipner West and Horsea Island • Up to 4 000 innovatively designed residential homes • 1 000 000 square feet of employment land use incorporating a substantial proportion of emarine and maritime employment • retail, hotels, leisure and school This regionally significant scheme has been widely publicised and subject to extensive public, political and market engagement, including for an Industry Day held on 18th September 2019, the details of which were made publicly available via issue an OJEU Prior Information Notice on 21 August 2019 (2019/S 160-393721). The latest information regarding the scheme is accessible via the link below: https://tipnerwest.portsmouth.gov.uk/ The current scheme represents a significant expansion from what was originally envisaged within the pre-City Deal Portsmouth Plan (2012), which set targets for the site of 1 250 new homes as well as a further 620 new homes at Tipner East which is no longer included within the scheme. These target figures were stated within the OJEU Contract Notice used as the call for competition from which the supplier was appointed. Due to the significant expansion of the scheme it has been necessary for the Council to also significantly increase the value, term and volume of activities awarded to the supplier via the contract to progress delivery of the Tipner West scheme through utilisation of the provisions set out within the contract and associated pricing structure for increasing volume and/or scope of services. The overall value of the contract including for amount spent to date is now estimated at between GBP 10 million — GBP 13 million, although this may be subject to change as the development of the scheme and consideration of delivery models is progressed. The target non-binding programme for scheme delivery is as follows: • second round of public exhibition and consultation Q1 2021, • completion of schematic masterplan Q2 2021, • submission of masterplan planning application Q1 2022, • submission of Transport Works Act Order (TWAO) Q1 2022, • works commencement Q3 2023.
