Note: This Tender is being advertised on FTS and Contract Finder, and on the Pro-contract Proactis E commerce platform , to obtain access to the tender documents , express an interest in bidding for this tender, bidders must first get registered for free on the e commerce platform website https://procontract.due-north.com/SupplierRegistration/Register The council has been allocated £1.273m Local Electric Vehicle Infrastructure (LEVI) funding from The Office for Zero Emission Vehicles (OZEV) to develop the public electric vehicle charging network in Luton through partnership working with chargepoint operators (CPO). The funding will be used to accelerate the commercialisation and investment in Luton's public EV charging network through collaboration with the industry. The project aims to increase the number of public EV chargepoints across the town, bringing the total number to more than 600 accessible public charging sockets by 2030. These will be predominantly lower power devices (up to 8kW) in locations that best serve residents without access to off-street parking. The use of off-peak, overnight charging tariffs will help to bring more parity between those residents who can install their own chargepoints and those reliant on public on-street charging. This commission requires a CPO to provide an end-to-end EV chargepoint infrastructure solution in locations that support residents without access to private off-street parking. The council has carried out its own site selection process and identified both priority sites as well as a longlist of indicative locations for chargepoint installations. These sites meet the requirements of our LEVI project, and as such we would expect chargepoints to be delivered in all, if not most of the sites identified. The CPO has the opportunity to propose sites for development in addition to the sites identified by the council, listed in Appendix 1 - Priority list and Appendix 2 - Longlist. The Council acknowledges some of the locations will be more commercially viable than others, it is expected the more commercial locations will support the less commercially viable ones. The commercial viability of the chargepoint locations should be considered as a portfolio, including any additional locations the CPO identifies for development. The council will use the LEVI fund to support the installation of chargepoints with lower viability that meet the requirements of the LEVI project. The service will be provided through a concession contract with a term of 15 years. In order to meet our aim of installing chargepoints ahead of demand, the installation phase will cover the first five years of the concession term.
