In 2017, the council undertook a commissioning arrangement to pilot several rough sleeping and homelessness support services. The local rough sleeping plan sets out the primary objectives for all support services operating in the borough: 1) prevent rough sleeping; 2) intervene when someone is at risk of rough sleeping; 3) facilitate recovery from rough sleeping. The council is seeking to determine if there is sufficient market interest and capacity to provide some elements of these commissioned services from April 2021, namely A. If there is availability to source a provider of 45 units of accommodation, a third of which must be located within Basingstoke Town Centre. The supplier must be able to provide a range of quality accommodation options, working in partnership to provide services which prioritise people moving on from emergency accommodation. B. 20+ bespoke units of accommodation in the town centre with 24/7 on-site support. Please see ‘additional description’ for more details. The local rough sleeping plan which contributes to the Housing and Homelessness Strategy 2020-2024 sets out the primary objectives for all support services operating in the borough: 1) prevent rough sleeping; 2) intervene when someone is (at risk of) rough sleeping; 3) facilitate recovery from rough sleeping. The council is seeking to determine if there is sufficient market interest and capacity to provide some elements of these commissioned services. A. The council is looking to the market to identify if there is availability to source a provider of 45 units of accommodation, a third of which must be located within Basingstoke Town Centre for ease of access to support services. The supplier must be able to provide a range of quality accommodation options, working in partnership to provide services which prioritise people moving on from emergency accommodation who still require assistance and flexible support. The accommodation must be available throughout the week as residents continue to develop confidence and skills to live more independently. The contract to provide the accommodation is funded through a yearly grant of approximately GBP 200 000, but is only guaranteed for the period of April 2021-March 2022. B) The council is looking to the market to identify if there is availability to source a provider of 20+ units of bespoke accommodation, of which must be located within Basingstoke Town Centre for ease of access to support services. This service will provide on-site support and be accessible 24/7, 365 days of the year. The main role of the hostel team is to provide accommodation and support to people sleeping rough and homeless people with supported needs in housing crisis, offering emergency accommodation support. The contract to provide the support is funded through a yearly grant of approximately GBP 350 000, but is only guaranteed for the period of April 2021-March 2022. The Council is seeking the markets views as to the viability of providing these facilities and services A and B by April 2021, especially within the budgetary, location and Covid-19 requirements which currently exist. The email should include your company and contact details, as well as a paragraph summarising what facilities you could have available to meet the necessary demand. A. The council is seeking quality, purpose built accommodation settings which operate within a psychologically informed framework. At least a third of the accommodation units must be located close to the Basingtoke town centre for ease of access to other support services. The units will provide additional housing options to the people of Basingstoke, and not take away from existing stock that could lead to a housing shortage elsewhere in the system. Innovation and creativity is key, with attention to detail being paid on how to address the unique challenges faced by people who have experienced rough sleeping and homelessness, including adaptations and ability to promote a safe Covid-secure environment through the layout of the building(s). A focus on psychological interventions and how support is linked to the environment is vital, with emphasis on health and well-being as a core theme of the service. The council is looking for a trusted, experienced landlord to offer flexibility and additionality, where a positive approach is taken to tenancy management and sustainment. B. The council is seeking a support provider to operate a 24/7 onsite support service to residents.
