The Ministry of Foreign Affairs has entered into a contract regarding the Global Engagement, Sustainability, Education and Cooperation fund (GLOBUS puljen in Danish), which is a new fund aiming to engage Danish students and apprentices in the SDGs and in international development cooperation alongside partners in the Global South. This engagement is to be fostered through two types of interventions; (i) educational exchange, in the spirit of partnership among equals, between, on the one hand, educational establishments and other actors in Denmark and, on the other, partner entities in developing countries working for sustainable development by means of education and (ii) circular economy projects, which collect, renovate and deliver reused quality equipment in relation to education. Both formal and informal education, in Denmark as well as in the South, fall within the scope of this purpose. Lot 1: The Department of Humanitarian Action, Migration and Engagement (HCE) of the Danish MFA intends to contract a fund manager who is able to establish and implement the new funding mechanism from December 2021 until December 2025 The objective of this tender is to select a fund manager to implement and operate the new fund GLOBUS. Once the procurement is completed, the MFA will enter into a fund management agreement with the new fund manager. The fund manager must implement and operate GLOBUS according to the fund’s objective of: • Engaging Danish students and the educational sector in the UN Sustainable Development Goals, in international development cooperation, and in circular economy projects alongside partners in the Global South • Facilitating cross-sectoral partnerships and projects in Denmark and the Global South related to sustainable development and circular economy, thus boosting local capacity and contributing towards fulfilling the Sustainable Development Goals • Contributing to achieving the objectives of Denmark’s Strategy for Development Cooperation 2021-2025 “Fælles om verden”, focusing on the green economy transition, efforts to fulfil the UN Sustainable Development Goals and the aspiration to involve young people as agents of change • Improving, inspiring and strengthening education in the South, as highlighted in the “White Paper on Job Creation and Skills Development in Africa” published by the Danish MFA The role, functions and services requested for the new fund manager include, but are not limited to the following: (i) Ensure sound, efficient and transparent fund management • Manage public funds in accordance with applying MFA guidelines (financial, progress- and results reporting etc.) • Develop grant guidelines, procedures and assessment criterions in alignment with the fund’s concept and objectives taking into account other already existing funds supported by the MFA • Provide necessary administrative assistance and advice for applicants and grantees e.g. courses, website, learning material (ii) Facilitate and promote educational and cross-sectoral partnerships on SDGs and development cooperation • Facilitate partnerships between Danish educational institutions and other relevant Danish and South partners incl. advising on educational opportunities and requirements (internships, exchange, study visits etc.) • Facilitate partnerships between Danish CSOs (also those with existing projects) and relevant Danish educational institutions • Facilitate partnerships between existing RfD-users and educational institutions in Denmark or in South • Share and promote knowledge on sustainable development, SDGs and Danish development cooperation (iii) Facilitate current and new renovation workshops and ensure sustainability of used equipment • Ensure that current RfD renovation workshops continue, and efforts are made to establish new workshops incl. reaching out to new suppliers of equipment • Ensure, together with renovation workshops, that used equipment is demand-driven, of high quality and properly treated when its life cycle expires • Ensure that climate gains/impacts when shipping used equipment are accounted for Of the amount that the Consultant has actually allocated to projects on an annual basis (within a calendar year), the Consultant’s maximum compensation is 7% to cover general administration, 3% to cover programme support and 10% to cover engagement, sustainability, education and cooperation programme support. Tenders will be rejected if the quoted percentages exceed the above.
