Description
The NPCC, under their Transforming Forensics Programme acting through Dorset Police as their host, intend to establish a framework for digital forensics services. The framework is planned to have a maximum period of 48 months. It is anticipated the framework will be awarded by 31.12.2019 with an operative commencement date on or before 31.1.2020. It is envisaged call-off contracts may be agreed for: (i) ‘Contracted Services’; contracting authorities will have the capability to place orders for an expected, anticipated or committed volume or percentage of particular digital forensics services; (ii) ‘Spot Buy Services’; contracting authorities may place ad hoc orders to deal with situations of critical need, unexpected demand or in response to other changes in the technology or in the market. Services (including data processing, analysis or reporting) will be performed in the UK. Other jurisdictions with comparable accreditations and standards may be used by exception. 1) Services relating to the extraction, analysis and interpreting of data from devices such as: (a) mobile phones and smart phones and tablets; (b) desktop, towers, servers, PC, and laptops; (c) portable and ‘thumb’ drives; (d) consoles; (e) data storage and/or other recording or storage media i.e. CD, DVD, SD; 2) Services relating to the extraction, analysis and interpreting of data from devices such as: (a) cameras, video recording devices and televisions and/or image analysis; (b) drones and other remote controlled or operated units together with their control units; (c) intelligent virtual assistants (including their software and history); (d) satellite navigation systems, GPS and other location-based tracking services; (e) media; (f) any device and/or service and/or interaction that may leave a ‘digital signature’ or ‘digital handshake’ or a ‘digital footprint’; (g) records of interactions by and through devices and/or of searches and responses to enquiries. 3) Services relating to analysis, plotting, interpreting and reporting of recording devices and of fixed and mobile infrastructure, such as: (a) cell site analysis; (b) CCTV; (c) video and audio. Logistic Services, inclusive of collection, transportation and delivery of devices or artefacts by physical or electronical means. 5) Provision of consumables for digital forensic services. 6) Other Services inclusive of: (a) testing, calibration, audit, inspection and provision of tools; (b) the remote access and/or remote interrogation of devices inclusive of telecommunication services, software and encryption/decryption services; (c) reporting and planning; and (d) research and development services. 7) Attendance of personal to places other than normal place of delivery of services such as: (a) scene call-out; (b) court (including acting in the capacity of as expert witness); (c) laboratories and police offices; (d) case conference. 8) Anything related, or ancillary to, any of the above services in Lots 1 to 7.
