About adding context and requirements test Pre-market engagement A discovery project has been completed on the current service. The output of the discovery will be provided to the successful supplier; and is being used to scope out the requirements for the new system. Work done so far Functionality, Requirements Specifications, Design and Architecture are in progress. Which phase the project is in Discovery Existing team There is an existing team with DHSC working on Fingertips and the successful supplier will be working to augment their capabilities with additional staffing. The current team consists of a Head of Development / Architecture, two lead developers, user researcher, UX/UI designer, business systems analyst and two product managers. The wider team consists of users (primarily analysts) who can provide a lot of background and product support. The application is a .NET Core, NextJS application hosted within Azure making use of cloud technologies. Scope of the work is to augment the existing team with teams of developers, testers, design and project support who are capable of delivering high-quality designs,code and documentation within timelines The application will be building a replacement for https://fingertips.phe.org.uk which is aging and in need of renovation. This project will be to deliver the initial MVP phase of the project showcasing the benefits of moving to a cloud environment; automation and performance improvements over the current site. Whilst enhancing the end user experience targeting a wider audience as requested by the CMO who wishes to make the platform accessible to the general public. Although Fingertips is currently publically accessible, it is primarily used by statisticians and analysts across local authorities. Final requirements are currently being defined within DHSC. Where the supplied staff will work No specific location (for example they can work remotely) Why the work is being done Fingertips as a platform is responsible is responsible for the provision of statistics and research advice on policy development, measurement of effectiveness, and public dissemination of official statistics. Dissemination is via the English Government Website (https://www.gov.uk/government/publications/health-profiles-for-english-regions-2021) as well as the data publication platform Fingertips. It is a free-to-use online repository for detailed statistical data for England. It is intended to allow a range of users’ access to data. This MVP will allow Fingertips to better support users of all types from casual users who wish to see data at a glance, through to power users who want to drill down into the data. The platform also consists additional client libraries allowing end-users to create their own dashboards from data held within the SQL database behind. Due to the success of Fingertips over the last 15+ years, it has been decided to build a new dashboarding platform with the fundamentals of Fingertips at its base, that can provide an external dashboarding solution to DHSC and partner organisations The business problem you need to solve DHSC require a solution to improve user experience within the new platform in open formats. There should be a UI which is configurable by user type and allow programmatic access for end users. There is a requirement for a management tool for the profiles and indicators held within the new platform; with a key improvement of this new platform being the implementation of automated data imports. Updating data within the current platform is currently a manual process and time consuming. The new platform will allow indicators and profiles to be held in a draft/staging/live state with automatic updates and publishing defined by the profile owners. Searching for data held within the current platform is difficult and provides a poor user experience. A delivery partner is required to augment the existing team in their development of a new platform. The new product will also be viewed as potential for use as a platform-as-a-service for organisations outside of DHSC, User research, design and system architecture will be provided by DHSC; however, the delivery partner will be expected to provide feedback and advice on the created solution whilst also providing additional development resource to deliver the goals. The existing development team will provide oversight, delegation, and guidance for the delivery for features / user stories. This is currently a manual process in which they export data, clean, and manipulate into an Excel document which is then imported into Fingertips through a separate application. Part of this project will be to work with the data providers to automate this process. Enter more details about this user type: A discovery project took place identifying five types of users ranging from people who are casual users, through to users who have advanced knowledge of public health and the Fingertips platform. Each of these users has varying levels of expertise, data literacy and knowledge of the underlying needs. The new system will need to encompass functionality that will allow users to access data in their own way. •Casual users will have dashboards they can view instantly at a glance •Advanced users will have dashboards they can drill down into and gain more information •Third party developers can link with public APIs to build their own dashboards using data from Fingertips Enter more details about this user type: There are requirements to expand this system to third parties in the future, as such as the application will be built in a way that it can onboard new indicators from third parties.
