Summary of work The Crown Prosecution Service (CPS) is undergoing a significant amount of transformational change as well as managing a large portfolio of change within its mission critical legacy systems. The work under this procurement will be to support the Digital and Information Directorate (DID) Future Casework Tools Programme providing expertise to deliver Digital capability for Discovery and phased Delivery development. Digital Case File (DCF) is a joint police and CPS initiative the with unprecedented buy in providing a once in a generation opportunity to update and streamline case preparation focusing on quality and efficiency. It seeks to move CPS and policing from completing and sharing document-based forms to a fully digital exchange of case file information improving police file quality. It will enable policing and CPS to achieve faster end to end justice and provide insightful management information. It will lead to more effective case progression, swifter routing of cases at the pre charge stage and reduce the number of times a case is referred back to the police for further and better information. DCF also unlocks future opportunities by providing structured data, rather than information contained within documents. This gives additional potential for more streamlining and to build on the changes made to the user interface via development in the CPS Case Management System (CMS) under the Future Casework Tools Programme. DCF is currently being developed as an integrated CMS solution by the incumbent supplier, in-line with the design principles and delivery approach of the existing platform. The Discovery seeks to understand if there is another way to deliver the capability. The existing DCF development will need to continue alongside the Discovery. CPS have launched a FCT programme that will shape our most critical system infrastructure over the years ahead and transition to a new operating model and supporting supplier landscape. Current FCT tools will be coming to an end of the critical stage of options identification and technical roadmap development and we are now starting to see the demand for Discovery and Alpha Digital Capability developments over the remainder of the FY and need for supplier(s) to be in place to support this activity and possible further activity identified over the remainder of the FY that we expect to call off on a Phased approach (Discovery, Alpha etc). Bidders should note that only the initial Discovery is guaranteed with any further commission being an option for the buy to commission through this Contract. CPS will need to deploy the right level of discovery, alpha and beta development capability to support the FCT pipeline commissions and the successful bidder would be one of (not exclusive) the commercial vehicles to meet the FCT requirements as they arise. We see the FCT Discovery and Alpha Digital Capability supplier providing development, architectural (technical, service and solution) , business analyst and subject matter expertise as required and the successful bidder would be expected to mobilise quickly to support “Sprint” or “Stage” capability to support delivery of the programme at pace.
