Innovation in Service Delivery Minor Highways Scheme Maintenance Improvements

Shropshire Council is seeking up to two (2) suitable contractors to demonstrate and undertake innovative highway surface treatment and repair to include Surface Defect Repair as a service across carriageways, cycleways, and public rights of way and footways. Defect rectification may include the following: • Patching • Potholes • Hand lay and machine surfacing • Crack and joint sealing • Ironwork The contractor(s) are expected to deliver social value with local employment and carbon reduction with the ability to monitor, record and report and use innovative techniques to deal with the defects. Demonstration of processes or materials which expedite and/or extend asset lifecycle via a capital repair is desirable. To support highways innovation, the Council will use the LCRIG Innovation Procurement System (IPS), which is being launched with the support of Crown Commercial Service utilising the SPARK DPS. Interested suppliers are encouraged to join the SPARK DPS (https://www.crowncommercial.gov.uk/agreements/RM6094), which will accommodate this innovation under “Road Surface Solutions”. Please ensure your organisation’s innovative highway surface solutions are represented within this category for this procurement. To register for the SPARK DPS, please sign up at https://supplierregistration.cabinetoffice.gov.uk/. The specification of works is in accordance with best practice for road maintenance resulting in a cost-effective capital repair. An essential requirement is that innovations must be deployed without the need for permits as they have minimal impact on traffic and will use only appropriate and time-sensitive traffic management for each road type upon which it is deployed. This is likely to be of interest to SMEs who have a directly employed workforce as it will form a key deliverable for the Shropshire Plan, which aims to create a robust and resilient local economy. No response to this PIN is required, and the Council is not obligated to progress this procurement. The estimated timescale for the use of the LCRIG IPS is from 9 May 2023.
