Description
Network Rail (NR) is seeking suppliers for major signalling and re-control works and third line support contracts who will undertake signalling works and the related signalling equipment support activities on the GB rail infrastructure over the next 6 (4 + 1 + 1) years, predominantly in line with NR's Control Period 6 (2019–2024) and the early part of Control Period 7 (2024–2029). Network Rail is seeking to pre-qualify suppliers for the forthcoming tender event. The scope of the framework will predominantly include design and construction of major signalling programmes of work, covering: survey, site investigation, development, design and installation works with associated power, civil engineering and telecoms using conventional and digital solutions. The framework will facilitate use of collaborative contracting arrangements such as alliances or similar arrangements involving incentive mechanisms. The Major Signalling Framework shall be established using nil value NR13C Framework Agreements. Proposed works will include: resignalling, re-lock, re-control and related level crossings and packaged interventions. The framework will be used for both design and installation works with associated power, civil engineering and telecoms using conventional and digital solutions and maintenance and support. All works undertaken will require to be digital ready in accordance with NR Standards. Relevant NR Standards and how to access them are described in the the procurement documents. This framework will provide the flexibility to deliver commissions based on full design and specification or output based as required. The Framework will be available for use throughout the Network Rail business by all parts of Network Rail involved in the delivery of signalling works. The support contract covers signalling equipment and systems, including maintenance support and whole life product management. The scope is as detailed in the “Signalling Equipment Support Specification” standard ref: NR/L3/SIG/30011 detailed in the attached ITT Documentation. This lot 6 is GB wide and the specification defines the support levels applicable to critical signalling equipment for lifetime support to ensure consistency across all suppliers. The service is prioritised according to its importance with 3 levels of support to be provided: gold, silver and bronze. Suppliers can be awarded a contract under lot 6 even if they are unsuccessful in winning a contract for any of the lots 1–5.
