Description
HDO would like to procure a national digital archive system for recording audio, pictures, video, and other media files, including meta data, typically called a digital evidence management system (DEM). HDO is responsible for the operation of a centralised communication system for all AMK centres (EMCC), emergency doctor centre, (GPOC-Central), and accident and emergency departments (AED) within the emergency medicine chain in Norway. It is this communication system that the media fles will be retrieved from and then archived in a DEM system. The procurement is built on the government's standard contracts for ICT procurements, SSA-T (the Development and Adaptation Contract) and SSA-V (the Maintenance Contract) respectively. The scope of the procurement is estimated to be NOK 15 million. The duration of the SSA-T contract is estimated to be 2 years, whilst the minimum duration of the SSA-V contract will be 3 years. The assignments include secure logging and archiving of all recordings, which are currently solved through a combination of local, regional, and centralised systems. The AMK centres use local or regional systems, whilst the emergency doctor centres use a centralised system provided by HDO. All the current installations are built on the software systems NICE Inform. The aim of this procurement is to replace all the existing systems and establish a national digital archive system for the emergency medicine chain in Norway. The national system will be installed on-premise in HDO's data centres, and distributed further to final users via a private cloud-based infrastructure.
