Description
A requirement exists for a partner agent to support NHSPS in the delivery of professional services connected with head lease and sublease events (including and not limited to rent reviews and lease renewals) due to the volume and complexity of the backlog, current and future caseload. The existing arrangement for the delivery of lease events consultancy has been deemed to be unsatisfactory and this is considered in part to be a consequence of the limited supplier pool available from current OJEU-compliant frameworks covering the delivery of these specialist services. Head leases and sub leases are subject to the provisions of the Landlord and Tenant Act 1954 and failure to comply with the terms in accordance with RICS professional standards and guidance could leave NHSPS exposed to legal challenge and potential unbudgeted cost. Finally, it is proposed that the contract will also deliver services associated with letting of vacant space within the estate, in order to leverage benefits available from combining this requirement with the work associated with occupancy regularisation and the management of head lease events.
