Award of contract - procurement of parallel framework agreements for consultancy services for NAV

Description

The Directorate of Labour and Welfare invites tenderers to a limited tender contest in connection with the procurement of parallel framework agreements for consultancy services. The contracts will cover the need for competence that the Contracting Authority does not have access to in its own agency at any given time, or where there is a need for extra capacity. The contracts can also be used for external quality assurance. The contract is for the Norwegian Directorate of Labour and Welfare [Arbeids- og velferdsdirektoratet]. Other NAV entities (government part) have an option to use the contract. Entities exercising their option within a lot (area of expertise) are obligated to make a call-off on the framework agreements within the same lot (area of expertise) if additional needs for consultancy services arise during the term of the Contract. The maximum value per lot (area of expertise) is 25% over the estimated total value. Lot 1: Lot (area of expertise) 1 - Recruiting assistance - upper management, directors Recruiting assistance - upper management, directors Examples are: Full recruitment process of upper management positions at the senior management level; this may be, for example, directors of departments in the Directorate, line directors, county directors, etc. Lot 2: Lot (area of expertise 2 - Recruiting assistance - manager and employees Recruiting assistance - manager and employees Examples are: - Full recruitment process of management positions at lower levels; this may be, for example, managers of sections or offices - Full recruitment process of key personnel, specialists and other employees. This applies in particular within finance and security, but also other categories except for IT/technology-oriented positions. Lot 3: Lot (area of expertise) 3 - Recruiting assistance - IT-personnel (employees) Recruiting assistance - IT-personnel (employees) Examples are: - Full recruitment process of IT personnel. This applies in particular to positions within IT security and development, but applies to all categories related to IT/technology-oriented positions. Lot 4: Lot (area of expertise) 4 - Business and financial management Business and financial management Examples are: - Development of business and financial management - Management that supports product development - Quality review and overview of challenges in accounting and budgeting processes - Self-service and automated finance and management processes - Development of financial management information and provision of data - Analyses and insight as a basis for decisions - Government accounting standards and accounting expertise - Evaluations - Panning, budget and reporting processes - Gains estimation and gains realisation - Portfolio management - Risk management and handling risk - Quality management and internal controls Lot 5: Lot (area of expertise) 5 - Project management, architecture and business consultancy Examples are: - Project management of mainly large and medium-seized projects, for example, within digitalisation and process development - Process drivers, flexibility - Support for project managers, team leaders, product leaders, etc. in fields such as --- planning --- mapping --- quality assurance --- estimations --- handling risk --- gainful employment - Assistance within company architecture, business architecture, system architecture and information architecture with services related to: --- Creating and providing a comprehensive overview of the company --- Providing advice and assistance with development measures --- Drive or contribute to processes to develop and/or anchor decision-making proposals --- Contribute to setting frameworks and directions for innovation and development initiatives - Strategic staffing management, including the use of and interaction between recruitment, development, restructuring and discontinuation Lot 6: Lot (area of expertise) 6 - Strategy and organisational development Strategy and organisational development Mainly at the general agency level, but may also be relevant at the unit level. Examples are: - Consultancy, process management and process support, as well as related methods and tools - Strategy development and consultancy - Strategy implementation - Development of management information as goals, management parameters and management indicators - Company and organisational development - Business and service development - Streamlining and continual improvement - Strategic sustainability (social, financial and environmental) - Organisational design, work processes, roles and responsibilities - Restructuring and change processes - Change management, digital transformation for managers - Organisational culture analysis/review and evaluation of the organisation - Strategic competence work, development, management and mapping - Organisational and personnel analyses, including obtaining and comparing data, analyses and decision bases. - Analyses and insight work as a basis for decision-making (within the themes specified above) Lot 7: Lot (area of expertise) 7 - Security Safety Examples are: - Social security and preparedness --- Preventive security --- Safety management and risk framework --- Management reporting and continuity management --- Threat intelligence and analysis --- Security legislation and best practices for security areas --- Personnel security - Information security and cyber security --- Risk management and third-party risk management (TPRM) --- ISMS and framework --- Security culture and awareness --- Application security/SecDevOps --- Security architecture --- IAM --- Security monitoring and reporting - Physical security of buildings and areas --- including security technology in "smart buildings" --- security risk analysis - Expertise in audit/verification of security assessments and controls in flexible development - Consultancy and development of processes, methods and support materials - Management for hire at different levels, e.g. management in anticipation of hiring, operations centre manager, CISO, security team Lot 8: Lot (area of expertise) 8 - Legal services Legal services Examples are: - Legal advice, both individual questions and major review work. Please note that for this lot (area of expertise) the following requirements are set forth in Part III of the Tender Documentation: The resources offered must be lawyers with a valid Norwegian licence to practise law or assistant lawyers with a valid authorisation, and possibly others who comply with Chapter 10 of the Lawyer Regulations.
