Procure Partnerships have successfully been operating and delivering a Contractor Framework across England for the past three years supporting with the procurement and delivery of over 400 construction projects within this period. Procure Partnerships in partnership with Alder Hey Children's Hospital NHS Foundation Trust (as the Contracting Authority) is conducting market research to gauge the level of market interest and inform the procurement strategy to let a four year National Contractor 'Framework' as defined by the Public Contracts Regulations 2015 (PCR 2015), anticipating a tender issue date of Spring 2023 and a Framework go-live date of Autumn 2023. The Framework may be used to award contracts for Alder Hey Children's Hospital NHS Foundation Trust pipeline of works and will be accessible by other public sector bodies / 'Contracting Authorities' as defined by the PCR 2015. Potential Framework users may therefore include but are not limited to Schools, Academies, Colleges, Universities, Blue Light/Emergency Services, NHS Bodies, Local Authorities, Health and Social Care Bodies, Housing Associations, Libraries and Museums, Registered Charities, Government Departments, Leisure Providers, Clinical Commissioning Groups. Full details of potential Framework users will be made available in the subsequent Contract Notice / Call for Competition and Procurement Documents. It is provisionally planned that users of the Framework will be able to procure works with associated services thereunder on the basis of established fixed Contractor overhead and profit rates, and hourly rates. Projects may be of Design and Build or Build Only in nature, under a Two Stage, Single Stage and Direct Award procurement route, embracing both NEC and JCT forms of contract, in compliance with the restrictions on and full freedoms for the range of works and building types provided by the CPV codes referenced. This framework will cover the following disciplines with separate lots set out for each: Construction, Decarbonisation and Retrofit, Demolition and Site Preparation, Housing, and Infrastructure. We would like to hear from interested parties with a proven track record in delivering construction or infrastructure works via the market engagement questionnaire (link below) by no later than Friday 13th January 2023. https://procurepartnerships.co.uk/register/ We will host two online engagement sessions on Wednesday 18th January 2023 10.30-11.30 and Thursday 19th January 10.00-11.00. It is planned that all Lots will be accessible to public sector bodies / Contracting Authorities, however any further information provided herein regarding Lots is indicative only; subject to change following market engagement and prior to the release of the Contract Notice and Procurement Documents. Some entries regarding Lots (whether the quantity of Lots making up the Framework, the maximum number of Lots any single bidder may be awarded, CPV codes or the value band of each Lot or otherwise) are mandatory on this template but should Not be relied upon by interested parties at this stage. Final details will be confirmed in the Contract Notice and Procurement Documents. For the avoidance of doubt, this PIN is for information purposes only to raise awareness of the market engagement opportunity. Organisations which do not participate in the market engagement questionnaire will not be excluded from or disadvantaged in any future procurement process.
