The Promise Scotland is commissioning this tender and will fund the work in full. The primary purpose of the work is to evaluate Scotland’s progress against Plan 21-24, to identify learning for Plan 24-30 and provide comment on the role Plan 21-24 has played as a guide for this progress. The Oversight Board, as the group tasked with monitoring Scotland’s progress to keep the promise, and the Independent Strategic Advisor on the Promise, as the role responsible for devising Plan 24-30, both have significant interest in the final output of this evaluation and will act as stakeholders whose input and engagement will be managed by The Promise Scotland. The inputs to the consultations already completed on Plan 24-30 structure and content are held by The Promise Scotland and can be made available to inform this evaluation. Commitment to keep the promise remains high, as does momentum across all sectors, including political. The narratives around work to keep the promise are positive, aspirational, and focused on improvement. They also, rightly, highlight the significant challenge, and at times threat, elements of the external environment present for work to keep the promise. Therefore, understanding the impacts of tangible (such as capacity and resource) and intangible (including culture and collaboration) elements on how Plan 21-24 was received and perceived, will be important to this work. The Promise Scotland will require ongoing engagement to enable it to provide regular updates to a broad range of interested parties and stakeholders, both directly and through online communications. In recognition of the relatively short three-month timeline, this engagement will be a mix of formal and informal communication. The Promise Scotland needs to receive an evaluation output that can be made available to all who are interested, thus a design and accessibility component for communication and publication is a factor. Lot 1: Your proposal in response to this invitation to tender should be no more than 2,000 words excluding supporting documentation, detailing your approach to addressing the aims and central purpose of this project. Overview A summary of your understanding of the aims and purposes for this tender. Methodology Proposed methodology for undertaking the project (including, but not limited to): - A high-level project plan showing approach, key activities, and deliverables - Experience and capability of your organisation and individual team members - Past research projects of a similar nature or in related fields - Experience and capability of team members in producing high quality outputs of the type required, and any other relevant capabilities (e.g. networks/relationships with key stakeholders) Value for money Budget and potential of you or your organisation to deliver the project to time and budget, and to manage contract arrangements - A full breakdown of your proposed fees and pricing structure including the number of days likely to spend on the project, set-up and costs. Please also indicate which team member will lead on specific aspects of the work. - Your approach to project management, quality assurance and risk management. Your entire proposal including all supporting documentation should be emailed, as a single document in pdf form to plan2430@thepromise.scot, no later than 3pm on 23 February 2024.
