This pre-market engagement is being undertaken by Walsall Council to obtain the interest of potential providers on the procurement. This exercise does not form part of any formal procurement process. We will treat all information in strict confidence and not make it available to bidders once the tendering process has begun. This exercise will provide background information on the current project with several questions designed to help establish: the appetite for whether your organisation would like to be considered for this project your observations regarding the coverage structure and draft Scope of Cover your views on any issues that may exist with respect to providing the specified Scope of Cover- especially the SPL Period(s), Limits of Indemnity and Deductibles potential solutions to these issues Walsall Council is contractually obliged to procure on behalf of itself and Homes England (HE) and Henry Boot Developments Limited (HBD Ltd) Environmental Impairment Liability Insurance to cover the Phoenix 10 site during the remediation period and for a period of 10 years following remediation. Lot 1: The 18ha Phoenix 10 site is the priority employment site for Walsall Council and Black Country Local Enterprise Partnership due to the scale of the opportunity the site presents and its contribution to economic growth objectives as expressed in the Black Country Strategic Economic Plan. Walsall Council and Homes England (HE) [jointly 'The Landowners'] have entered into a contract with Henry Boot Developments Limited (HBD Ltd) for the remediation and development of the site (further details on the proposals can be found on HBD Ltd consultation website https://phoenix10walsall.co.uk/ ). Remediation and ground stabilisation is required before new development can commence due to historic site uses - as a former copper works and commercial tip and located within a former mining area. Walsall Council is contractually obliged to procure on behalf of itself and Homes England (HE) and Henry Boot Developments Limited (HBD Ltd) Environmental Impairment Liability Insurance to cover the Phoenix 10 site during the remediation period and for a period of 10 years following remediation.
