Description
TELT company is the public developer in charge of building and managing the cross-border section of the the new Lyon-Turin railway link project. An approximately 50-km-long tunnel will be built for this section on the French side. The work concerned by this operational construction site (CO11) is for the management and use of excavated materials, in particular as aggregates for concrete and as backfill materials. For this, excavated materials must be characterised, classified, stored, transported and processed. Excavated materials processing activities must ensure that aggregates and backfill materials are of the best possible quality, that all categories of materials are used and that they meet the necessary requirements/certifications (aggregate quality control). The work includes all operations (conveyors, trucks, trains) among the TELT sites and material removal outside the construction site. Lot 1: Purpose of the work: - transfer of existing structures to the contract holder, - design, construction and operation of the conveyor belts between the various CO11 sites, - design, construction and operation of transformation/processing facilities for Cl1 type excavated materials from the operational construction sites 5 (boring of the base tunnel from the Villarodin-Bourget/Modane decline), 6/7 (boring of the base tunnel from the La Praz and the Saint-Martin-la-Porte declines) and 8 (boring of the base tunnel from Villard-Clément gates), for the production of concrete aggregates to be used for the civil engineering work required on operational construction sites CO 5, 6/7 and 8, - preparation and supply of backfill materials from excavated materials to be mainly used for operational construction site CO 9 (open-air work ‐ Saint-Jean-de-Maurienne plain), - management, transportation and permanent storage of Cl3a materials on the three inert waste storage facilities held by TELT, - construction of rail platforms to load materials onto trains for transportation, - management of transportation, loading, removal and supply of excess materials among the different CO11 sites, - management of transportation, loading, removal of excess materials to the various quarry sites identified by TELT, either by road or rail, - management of the full traceability of all excavated materials, from the time they are taken on up to their final destination and/or use, - optimised management of excavated material flows depending on the needs and the excavations planned in the different civil engineering construction sites, - supply of external aggregates (supply of untreated materials to be processed in the appropriate sites or pre-processed materials) when there is a shortage of Cl1 type excavated materials from all civil engineering sites. Work that can be carried out by means of purchase orders: - technical design of all CO11 connections, facilities and structures, - technical design and performance of all environmental surveillance and materials verification/control services, - work safety systems and costs, - development of Illaz rail junction, - construction of materials processing facilities and transformation of the excavated materials into aggregates for concretes and embankment materials, - full management of excavated materials according to French legislation, - rail transportation of excess materials to host sites and road transportation and conveyors, - road and conveyors transportation of materials among the CO11 construction sites, - transportation of excess excavated materials towards the host sites, that can be accessed through rail, road or conveyors, - track and access road maintenance, - storage of materials, - site reclamation. Work that can be carried out by means of follow-on contracts: - design and performance of pollution control work in any contaminated areas required for the project, - management, conditioning and removal of excavation materials that have unpredictable natural pollution levels higher than those acceptable in inert waste storage facilities owned by TELT and requiring removal through the appropriate facilities (non-hazardous or hazardous waste storage facilities), - management, development, operation and reclamation of a temporary or permanent storage site not yet unidentified, - development of facilities (new conveyor for example) among the TELT construction sites and an additional site not yet unidentified, - design and construction of an additional materials processing facility to address a specific demand for technical backfill materials, - performance of reclamation work for certain external TELT sites used by the CO11, - performance of work connected to operational construction site 12 (systems) such as excavated materials processing, supply of aggregates, etc.
