The aim of this tender is to procure a qualified, experienced and suitably resourced surveying organisation, to undertake comprehensive internal and external Stock Condition Surveys and Energy Performance Certificate (EPC) surveys across a selection of our domestic property portfolio, to include Houses, Flats and Blocks. These surveys are critical in providing accurate and up-to-date information on the component condition, property condition, energy performance and overall status of our assets. The outcomes will support strategic asset management planning, enhance asset data quality, and inform future investment decisions. The objectives of this project are to: Enhance Asset Data Quality: To provide accurate and reliable data on the condition and performance of each asset, ensuring that our asset register is up-to-date and comprehensive. This will involve thorough assessments of key building components to determine current conditions and expected remaining lifespans. Asses the Condition of Key Building Components: To identify the current condition and maintenance needs of core building elements, identifying priorities for remedial repairs along with those that will require future and ongoing investment. This will allow us to prioritise maintenance and repairs and support both the financial and physical resources required for an effective long-term investment strategy. Establish the Energy Performance Position: To conduct EPC surveys to evaluate the energy efficiency of each property. This will help identify properties that require energy efficiency improvements, and what they are, ensuring compliance with regulatory requirements and supporting the organisation’s sustainability and decarbonization goals. This will also include the completion of EPCs in properties that are nearing their 10-year timeframes. Support Strategic Asset Management: To provide a robust evidence base for asset management decision-making. To pinpoint areas where investments in energy performance, component replacement, safety, and general improvements can deliver value for both for Link Group and its tenants, or if the assets might be better disposed of. By achieving these objectives, the project will deliver a holistic view of the selected assets, enabling informed decisions to be made to sustain and enhance the long-term value and performance of the properties.
