Description
DCC's current proposal involves the creation of a Framework Contract based on the NEC4 Framework Contract split into six lots according to the estimated value of the Work Order and type of work. It is currently envisaged that the framework will be tendered using an open procurement procedure. Lot 1: ≤ £150,000 Highways Work Orders Lot 2: ≤ £150,000 Structures Work Orders Lot 3: > £150,000 and ≤ £500,000 Highways Work Orders Lot 4: > £150,000 and ≤ £500,000 Structures Work Orders Lot 5: >£500,000 and ≤ £2,000,000 Combined Structures and Highways Work Orders Lot 6: ≤ £500,000 Access and works on Network Rail Infrastructure Each of the Lots 1 and 2 would contain approximately 8 suppliers and would be based on the NEC4 Engineering and Construction Contract (ECC) main option B (priced contract with bill of quantities) using the pre-tendered Schedule of Rates. Call-offs would be made using a combination of 'direct awards' and 'mini-competitions' depending upon the estimated value of unpriced Items. Each of the Lots 3, 4 and 5 would contain approximately 8 suppliers. The Client's Representative would have the option to use NEC4 ECC main option A (priced contract with activity schedule) or main option B (priced contract with bill of quantities). Call-offs would be made using 'mini-competitions'. Lot 6 would be for the sole purpose of undertaking schemes where access to Network Rail land is required and a BAPA (NR’s Basic Asset Protection Agreements) is required. The BAPA would be arranged via the Client. The Supplier would be responsible for organising access arrangements, liaising with Network Rail Asset Protection and undertaking works/inspections to DCC assets on Network Rail land. This would be based on ECC main option E (cost reimbursable contract)
