Description
The Norwegian Agency for Public and Financial Management (DFØ) intends to enter into a service contract with Gartner Norge AS for research, analyses, and consultancy services within the IT field. Lot 1: The aim of the contract is to get access to strategic IT consultancy and analysis services from a supplier-independent collaboration partner. The contract will include member based services, independent, and objective analyses of technology, patented research process, etc. The subscriptions will support ICT strategic advice, including management models, architectural work, risk management, choice of technology, IT operations and management models, sourcing, support for requirements specifications in procurements and implementation of efficiency and profit taking. The knowledge will be made available through consulting/publications/seminars and conferences.. The contract includes access to national and international professional and branch experts, as well as access to analysts/consultants and analyses, methodologies, templates and tools. A broad selection of professional conferences, seminars and symposiums, both in Norway and internationally is also included. The tenderer's methods must be based on acknowledged and well-defined analysis models for technology development, maturity, and dissemination based on best practices for classic challenges within IT and the organisation of IT, such as: IT strategy, sourcing, management of IT, portfolio management, business architecture, etc. Furthermore, tenderers must be able to offer a member based contract with a fixed price for the different services and with well-defined deliveries such as: Role based portals, free access to analysts within the programme, free access to analyses, methods, templates, and tools that are included in the different programmes, and which are available on the internet through dedicated portals. Tenderers must be able to offer analyses on a strategic level, including reference architectures, as well as specific, tactical advice on implementation. Tenderers must also offer: A dedicated portal with relevant content for each role, analyses, methods, and tools that address problems that occur in the different roles, a portal that is easy to configure for own needs, possibility to build a network with other members that offer similar services or that have a similar role. Software must be offered that, amongst other things, addresses top management within IT. Coaching of both a strategic and tactical character according to a fixed pattern and when required for IT top managers and for selected IT management roles, network meetings with other IT managers from the public sector, both in Norway and the Nordic countries, and internationally, supporting the IT organisation in achieving the business' goals through efficient use of technology. Tenderers must be able to cover all aspects of the IT industry including: - Consultancy services for end-user organisations ('users of technology' - not suppliers) based on interviews, analyses and daily contact with other equivalent organisations, in order to prepare, amongst other things, best practice within different areas in the application of technology in the organisation. - Monitoring actors/suppliers in different technology markets by, amongst other things, ranking suppliers within a given market. - Monitoring technology with the identification of trends for use, analyses of the impact the technology can have in various parts of society, analyses of the various phases a technology undergoes from an idea to commercial availability in the market and in daily use in organisations. - Monitoring the market with market analyses of qualitative and quantitative nature. Tenderers must offer consultancy services in close conjunction with, and based on, access to the same research and analysis material offered through the subscription services. The consultancy services shall be provided within the following professional areas: • IT-strategy • Sourcing • Management of IT • Portfolio management • Company architecture • Organisation of IT • Application modernisation • IT cost optimisation The contract will have a contract value of NOK 2 million, or up to NOK 4 million if the option is taken up.
