Program´s overview: PazDiversa is a comprehensive program aimed at promoting sustainable and inclusive peace in Colombia by strengthening the capacity of state institutions and civil society organizations to implement specific gender measures from the peace agreement with an intersectional approach. The program started in February 2023 and has identified three key areas of action to achieve its objectives. Firstly, by bolstering the political participation of women and LGBTIQ+ individuals, the program seeks to promote their inclusion in decision-making processes related to the implementation of gender-specific measures in the Peace Agreement. Secondly, by transforming local socio-economic conditions, the program aims to empower the actors of civil society by providing them with the necessary skills and resources to participate in the implementation process with a focus on rural reform. Finally, by providing training to counter unequal power relations and discrimination, the program aims to enhance the capabilities of institutions and civil society organizations to address gender-specific challenges. The program recognizes the crucial role that an intersectional approach plays in achieving gender equality and reconfiguring power relations. PazDiversa aims to ensure that gender-specific measures are implemented in a manner that is sensitive to the different experiences of individuals and groups. This approach considers the multiple and intersecting identities and experiences that individuals may have, and how they shape their blossom in terms of access to resources and opportunities. The program is currently being implemented in Norte de Santander, Caquetá, Florencia, and Meta, with a coordination office in Bogotá. Moreover, the program incentivizes partnerships with the public and private sector to promote economic autonomy for women and LGBTQ+ social actors. Lot 1: Services requested The contractor will be responsible for component 2 "Strengthening the socio-economic resources of civil society actors involved in implementing selected gender-specific measures of the peace agreement, with a focus on enabling integral rural reform". Its main tasks will be: - Identify the specific needs of women and LGBTQ+ populations to better understand how to support them in improving their socio-economic status under the implementation of the Peace Agreement in the rural reform area. - Develop practical solutions and opportunities for women and LGBTQ+ populations to generate income and improve their economic autonomy. - Support the development of skills and provide the necessary tools for women and LGBTQ+ populations to succeed in their socio-economic pursuits. - Collaborate with state actors to ensure that they have the necessary knowledge and resources to support excluded groups in their pursuit of socio-economic progress. - Bring together civil society organizations to collaborate and develop strategies for supporting excluded groups. - Foster open communication between State and civil society actors to identify challenges and develop effective strategies for promoting socio-economic integration. The contractor will be responsible for the fulfillment of the respective indicator of the module´s objective, the achievement of the output, the fulfillment of the corresponding indicators, and the implementation of the activities. Objective of the module: State institutions and civil society organizations have increased capacities to implement gender-specific measures of the Peace Agreement, considering an intersectional approach. Output: The socio-economic resources of civil society actors have been strengthened, enabling their participation in the implementation of specific gender-specific measures of the Peace Agreement focused on comprehensive land reform. - Output indicator 1: The socio-economic resources of 4,000 rural women and 150 LGBTIQ+ individuals in the three project departments have improved through Territorially Focused Development Initiatives under the implementation of the Peace Agreement. - Output indicator: 12,250 women and 100 LGBTIQ+ individuals have taken concrete initial steps towards generating their own income by developing professional and/or entrepreneurial skills related to comprehensive rural reform.
