Le marché a pour objet l'achat de crédits carbone URVE (unité de réduction vérifiée d'émission) aux fins de contribution à la neutralité carbone. Ces crédits carbone permettront d'identifier et de soutenir des projets de contribution à la neutralité carbone financés par FRANCE 2023 au niveau international. Les caractéristiques ainsi que les conditions d'exécution des prestations attendues sont précisées dans le cahier des clauses administratives particulières (CCAP). Les spécifications fonctionnelles et techniques sont indiquées dans le cahier des clauses techniques particulières (CCTP). Le Marché prend la forme, par lot, d'un accord-cadre multi-attributaires mixte sans minimum et avec un montant maximum en valeur de 15 000 000 euros. Le nombre d'attributaires pour chaque lot est fixé à 5, si le nombre d'offres réceptionnées le permet. A défaut, l'accord-cadre sera mono-attributaire.
