Summary of the work Redevelopment of a group of sites/microsites within the organisation's estate, aimed at creating a consistent and harmonious digital presence. We are seeking a creative team to work with us to develop a new website, providing visitors with an excellent online experience that is accessible, responsive, reliable, helpful, knowledgeable and future-proofed. Expected Contract Length Initial 12 months with option to extend, depending on proven suitability of solution Latest start date Monday 16 September 2019 Budget Range Circa £70k - to include all requirements of initial 12 month term (E.g Discovery, Delivery, Support, Hosting etc) Why the Work is Being Done The aim of this project is to deliver a new website for the planned merged trust. Reflecting the new trust’s unique position in England, we want our new website to have a structure, look and feel that is different from the majority of more formulaic NHS trust websites. Delivery timescale for the core elements are currently aligned with planned merger of the Trust (currently Feb 2020), however we wish to work towards a 2019 completion for all design/technical elements. It is important that the website is fully mobile responsive so there are no barriers to accessing our information. The Trust met with a handful of these suppliers to further understand their solution and to help inform the next stages of the procurement. Work Already Done The Trust have carried out a number of scoping exercises involving both internal and external stakeholders. The results of which are reflected in the supporting documentation. Existing Team All current websites are managed by the Communications team as communications tools. Communications team members have some technical knowledge but the primary expertise within the team is communications. The communications team is small and relies on the support of services to ensure that their information on the website is accurate and up to date. Current Phase Beta Skills & Experience • Experience implementing multi-site/multi-domain publishing on a single platform • Experience of planning and managing phased roll out of new website architecture / transition from current to future state (including migration planning) • Experience designing and implementing content governance models and content lifecycle workflows • Experience of integrations with data feeds and content feeds from other systems or third-party channels • Experience of delivering hosting solutions and content management systems appropriate to size of website and volume of traffic/usage patterns • Experience of implementing and configuring appropriate search tools • Experience of embedding accessibility principles in the design process and delivering to WCAG 2.0 AA standards with awareness of WCAG 2.1 compliance • Demonstrable experience of impeccable design work • Possess demonstrable experience of setting up and analysing web analytics for actionable insights • Experience of developing sites which support e commerce/Donations • Experience of developing sites which integrates multiple social media channels • Expertise in privacy/GDPR compliance and awareness of wider compliance requirements Nice to Haves • Using AI and machine learning to benefit user experience • Recent experience in the recruiting/careers industry • Experience of providing and supporting extranets Work Location The majority of the work by the supplier is expected to be undertaken remotely, but project meetings should on occasion be face to face on site. Working Arrangments -The Trust acknowledge that a significant amount of work will be carried out off site however we request a minimum of 2 'discovery-style' stakeholder workshops, to be held on premise, at a designated site in Somerset - remote pre-sprint and post sprint retrospective - at least one face to face project meeting per month (venue to be a Somerset NHS site) - all associated expenses to be picked up by applicant Security Clearance Not required No. of Suppliers to Evaluate 5 Proposal Criteria • Technical solution • Approach and methodology • How the approach/solution meets the needs expressed in the brief and specification documents • How the approach/solution meets the Trusts objectives • Estimated timeframes for the work • How they’ve identified risks and dependencies and offered approaches to manage them • Team structure • Value for money Cultural Fit Criteria • Be transparent and collaborative • Have a no-blame culture and encourage people to learn from their mistakes • Share knowledge and experience • Work with clients with low technical expertise • Work as a team with our organisation and other suppliers • Take responsibility for their work • Experience of building enduring positive relationships with clients Payment Approach Fixed price Evaluation Weighting Technical competence 60% Cultural fit 5% Price 35% Questions from Suppliers 1. Does the successful supplier need to migrate any content from the existing system automatically or manually? Content migration has not been factored into budget however it would be helpful for the applicant provides a cost for this exercise 2. Who is leading on the content drafting and uploading process in the new system? Can we assume that the supplier needs to build the system but the Trust will populate it? If so when will the content phase be finalised and ready for upload? Content drafting/upload is in progress and is being owned by the internal Comms team. Content will be uploaded by Trust resource. We will work with the successful applicant to agree a suitable content upload date. 3. Can the Trust provide any further details about the MIU live wait times system and the XML feed? Is there documentation available to support the integration? We’re keen to work with the successful applicant to design and agree the approach to this exercise 4. Would the Trust consider integrating with a third party service such as EventBrite for event registration and payment? Yes. EventBright has been considered as a suitable location for event registration activities 5. What version of Internet Explorer (IE) needs to be supported? IE version 11+ 6. Can you outline what a “Tier 4 standard infrastructure” means? Will the Trust accept an AWS solution, hosted within the UK? The suggested hosting solution must provide “high” availability – around 99.98%. AWS, hosting in the UK would comply with our requirements. 7. How many pages approximately are there across these two Trusts and any microsites that need merging? A complete review of existing content is underway. We don’t expect any content to be merged per say. Everything will be reviewed and re-written in house. We envisage around 2000 live pages after 12 months. 8. The budget of £70k for the potential scale of this work to include support, hosting as well as the implementation discovery, design and development is quite tight (depending on site scale and complexity). Please can you confirm whether this is flexible at all and also, we are assuming the £70k may have VAT added to it, as opposed to be included within it? The budget included within this advert is the maximum for the delivery of services outlined in this requirement. This includes all requirements for initial 12 month term (E.g Discovery, Delivery, Support, Hosting etc). The £70k budget is inclusive of VAT. 9. There are a few integrations listed within the Technical Brief. Is that a full and complete list of potential integrations or are there others? i.e. do the sites integrate with people, finance, services databases, offer transactional or booking services or is it purely information presentation? The integrations listed are those that the Trust have identified through discovery/scoping. At this time there are no other use cases for integration. 10. Is it a plus-point in the bidding process if a supplier has already delivered similar projects for other trusts? Is the current supplier part of this bidding process? All responses will be evaluated using the criteria set out within the advert. I am unable to see what suppliers have started their response application so therefore do not know whether this includes the incumbent supplier. 11. After the initial 12 months support & maintenance contract if everyone is delighted with the project & ongoing costs will support & maintenance stay with the bid winner or is there a chance it will go out to tender? I would anticipate the Trust re-visiting the market for this requirement. 12. All our websites are developed using Drupal. Do you have any objections in using Drupal? Will a Drupal solution be marked lower than any other CMS? All responses will be evaluated against the published criteria 13. Can the Trust provide technical details about the e-recruitment system which the new system needs to integrate with? Can you outline how you see the integration working and what data needs to be shared? Are there documented APIs that can be used? We are unsure whether this is TRAC, Google Jobs or otherwise. Currently our ATS (e-recruitment system) is Trac. The corporate website will need to ‘pull/call’ the job adverts through via the API from the ATS to the appropriate careers pages. The apply button on the careers pages needs to integrate with the ATS 14. Does the website include any Personally Identifiable Information to be displayed on the web pages? No. However there may be the possibility of Patient Identifiable data being captured and therefore held for a brief period on the CMS. 15. Will the proposed website contain any live data? If yes, what will be the frequency of the feed? Yes. Our aim is to present a number of feeds, both from in house developments and Social Media (E.g Twitter). The ‘bespoke’ development will be to display ED/MIU data on the homepage. Feeds might be anything from 2-15 minutes. 16. It was mentioned in one of the response that there will be 2000 live pages. Does it mean 2000 uniquely designed pages or there will be shared templates across the web pages? The content will be presented on one of a number of shared/generic templates. 17. In addition to our onshore team, are there any restrictions on using our offshore team and capabilities? This would be fine providing no data is stored or processed outside of UK shores. 18. Can we ask a query regarding this opportunity regarding selection process please ? Would the current round includes only to evaluate towards next round, based on the essential and nice to have experience/ skills ? Suppliers will be shortlisted based on the responses given to the essential and nice to have experience/ skills
