Provision of Unpaid Carers Assessment and Support Services for Adult and Young Carers in Flintshire

Flintshire County Council will be seeking to procure the services of a provider or providers for the purpose of delivering Carers Needs Assessments and subsequent support services for unpaid carers in Flintshire. Flintshire County Council aims to provide support to unpaid carers living in Flintshire so that they can prioritise their own health and well-being needs, achieve what matters to them and maintain their caring role, should they choose, in a safe and supported way. The services required will support both adult carers and young carers (aged 5-25) in a range of creative and innovative ways and in a manner that promotes independence, maximises outcomes and is delivered in accordance with relevant legislation, such as the Social Services and Well-being (Wales) Act 2014 and the Well-being of Future Generations (Wales) Act 2015. There is likely to be a number of lots to consider. Applications would be welcomed for single and multiple lots, from individual organisations and consortia. It is anticipated that the contract start date would be 1st April 2024 for a period of 5 years. Please be aware that TUPE may apply to some of these lots. Flintshire County Council are posting this notice to ascertain the level of interest in the market to provide this service(s) with a view to a full tender exercise. Lot 1: Gateway and Assessment This is likely to include the provision of a single gateway for carers to easily access information, advice and assistance, have a carer’s needs assessment and find out about what support is available to meet their well-being outcomes. Approximate annual contract value: 95,000 GBP Lot 2: Creative Respite and Well-being This is likely to include the provision of creative and responsive services that will support carers by promoting and enhancing their well-being. For example, (but not limited to): - Grants - Activities and Drop-Ins - Therapy Services -Counselling - A variety of creative respite solutions, to include Bridging the Gap and traditional respite options. Approximate annual contract value: 150,000 GBP Lot 3: Carers Training and Employment Support This is likely to include the provision of training, specialist information and support for carers empowering them to learn and develop their skills both within, and outside of their caring role. - Training opportunities including: practical help, well-being support, specialist / condition specific training and key employability skills. - Supporting carers to access further education/ training, volunteering opportunities, work placements or employment. - A range of initiatives to support the aim of identifying and supporting carers within the community and workplace. Approximate annual contract value: 55,000 GBP Lot 4: Young Carers This is likely to include the provision of a single access point for all young carers up to the age of 25 years old, their families, professionals and partner organisations to access information and make a referral. The service will be a one stop shop for a range of universal information, advice, signposting, access to assessments, one to one support (which will be person-centred, outcome focused, proportionate) and well-being support. The service will be responsive to the needs of local young carers, promote and develop sustainable and natural support networks outside of the service with the aim of creating independent, happy and healthy young carers. Approximate annual contract value: 70,000 GBP Lot 5: Support for Carers of Children with Physical or Mental Disabilities This will likely include, (but not limited to) the provision of creative respite solutions, activities, a range of well-being support options, and information, advice and assistance for carers of children with physical or mental disabilities. Approximate annual contract value: 10,000 GBP Lot 6: Support for Carers of individuals with a Neurological Condition This will likely include the provision of creative respite solutions, a range of well-being support options, and information, advice and assistance for carers of individuals with a neurological condition. Approximate annual contract value: 12,000 GBP
