Following the Prior Information Notice published in the OJEU on 25 September 2019 and subsequent market engagement event held in Eastleigh on 22 October 2019, Hampshire Fire and Rescue Authority (the Authority), wishes to invite suitably qualified organisations to tender for the supply of two Incident Command Units, one medium and one small in size. Incident Command Units (also known as Emergency Response Vehicles) are specialist fire vehicles which are deployed to major incidents providing essential equipment and technology to enable the Incident Command Team to manage fire crews and resolve incidents as safely as possible. These specialist vehicles have a heavy reliance on communication systems and technology. The Authority is looking for the contract to be met in full, which means that organisations will need to work together to build the vehicles and supply and fit the technical equipment. The Authority is looking to replace its two existing command units with 2 new and technologically advanced fully operational Incident Command Units, which will require on-going maintenance and support. Both units need to be carefully designed to limit the overall size due to the nature of the infrastructure and remote locations the Authority serves. Consortia applications and partner arrangements are encouraged and this could be led either by a vehicle bodybuilder or technical solution/communications provider. Part of the build shall include the supply of free issued IT equipment by the Authority to be installed and reconnected into the new Incident Command Unit — medium unit only. The Authority has set out a full specification outlining its requirements for the two vehicles, which includes full details on the existing technology and equipment to be incorporated into the new vehicles, which is set out in the tender documents. The contract will commence on 19 October 2020. It is anticipated that the vehicles will be built within 18 months succeeded by the maintenance and support for the technical and communications equipment, which shall end on 18 October 2028.
