United Utilities intend to procure a Professional Services Framework (PSF) to support business areas across the organisation in obtaining external professional and consultancy services quickly and cost effectively. The purpose of this activity is to inform our approach to procuring an all-encompassing Professional Services and Consultancy Services Provider arrangement, that can be utilised across all Business Areas within United Utilities. Lot 1: Business Strategy, Structure & Management The provision of professional services relating to business strategy, structure, direction, management and operations across all United Utilities business areas. Consultants, Consultancies and Professional Service Providers should have capacity to complete end-to-end activity including observation and review, identification and presentation of options, through to implementation, delivery and management. This scope area will include, but not be limited to, the following: • Administration • Business Case Development • Organisational Development • Operational Planning • Operational Review • Project & Programme Management • Risk, Compliance and Opportunity Management • Value for Money Lot 2: Change & Transformation The provision of professional services relating to both minor and complex business change and transformation. Consultants, Consultancies and Professional Service Providers should have capacity to complete end-to-end activity including observation and review, identification and presentation of options, through to implementation, delivery and management. This scope area will include, but not be limited to, the following: • Change Management • Growth & Performance Monitoring • Project & Programme Management • Regulation & Policy • Health & Safety • Security • Culture, Ethos and Environment Lot 3: Environmental & Sustainability The provision of professional services relating to protecting natural resources, assets and capital, as well as promoting sustainable solutions across United Utilities. Consultants, Consultancies and Professional Service Providers should have capacity to complete end-to-end activity including observation and review, identification and presentation of options, through to implementation, delivery and management. This scope area will include, but not be limited to, the following: • Carbon Net Zero • Circular Economy • Land Agency & Real Estate • Project & Programme Management • Pollution & Contamination • Air, Sound & Smell Quality Assessments • Ecology & Biodiversity • Natural Resource & Natural Asset Management • Nature Based Solutions • Sustainability • Modelling Lot 4: Finance The provision of professional services relating to financial advice and support across all United Utilities business areas. Consultants, Consultancies and Professional Service Providers should have capacity to complete end-to-end activity including observation and review, identification and presentation of options, through to implementation, delivery and management. This scope area will include, but not be limited to, the following: • Asset Management • Budgeting & Forecasting • Business Plan Assistance • Project & Programme Management • Corporate Planning & Structure • Financial Operations • Forensic Auditing • Tax, Secretarial, Regulatory and Statutory Compliance • Risk Management • Investment Lot 5: HR The provision of professional services relating to Human Resources and People. Consultants, Consultancies and Professional Service Providers should have capacity to complete end-to-end activity including observation and review, identification and presentation of options, through to implementation, delivery and management. This scope area will include, but not be limited to, the following: • Equality, Diversity & Inclusion • HR Policy • Health & Wellbeing • Project & Programme Management • Organisational Design • Training & Development • Dispute Management • HR Advice • People Manager Services Lot 6: Procurement & Commercial The provision of professional services relating to Procurement and Supply Chain activity across United Utilities. Consultants, Consultancies and Professional Service Providers should have capacity to complete end-to-end activity including observation and review, identification and presentation of options, through to implementation, delivery and management. This scope area will include, but not be limited to, the following: • Performance Review and Enhancement • Category, Contract and Supplier Management • Project & Programme Management • Cost Reduction, Savings Opportunities & Profitability Advice • Forensic Auditing • Sourcing Advice & Support • Documentation, Strategy, Governance & Policy Review Lot 7: Social & Added Value The provision of professional services relating to Social and Added Value across all United Utilities business areas. Consultants, Consultancies and Professional Service Providers should have capacity to complete end-to-end activity including observation and review, identification and presentation of options, through to implementation, delivery and management. This scope area will include, but not be limited to, the following: • Incentives & Initiatives • Project & Programme Management • Environmental, Social & Governance • Social Value, Impact & Wellbeing • Sustainability • Workforce Engagement • Corporate Opportunities Lot 8: Strategy, Governance Policy & Regulation The provision of professional services relating to Corporate Strategy, Governance, Regulation and Policy across all United Utilities business areas. Consultants, Consultancies and Professional Service Providers should have capacity to complete end-to-end activity including observation and review, identification and presentation of options, through to implementation, delivery and management. This scope area will include, but not be limited to, the following: • Regulatory Advice • Project & Programme Management • Policy Strategy and/or Appraisal • Strategy Development • Training, Guidance and Advice for obtaining relevant accreditations • Review and Proposal of ‘Greener’ policies • Carbon Net Zero • Circular Economy • Risk, Compliance and Opportunity Management Lot 9: Technical The provision of professional services relating to technical or information technology. Consultants, Consultancies and Professional Service Providers should have capacity to complete end-to-end activity including observation and review, identification and presentation of options, through to implementation, delivery and management. This scope area will include, but not be limited to, the following: • Design, Instruction and Operations of Technical Solutions • Technical Audit, Inspection, and Assessment • Innovation & Transformation • Appraise Business Processes, Priorities, Goals and Needs • Hardware and Software
