Description
There is a need to change (updates/improvements) a number of important systems on board Fridtjof Nansen class (FN class) frigates. These are time-critical changes that must be carried out independent of other activities connected to the frigates. The scope is limited to 12 changes that are to be carried out on all the frigates in the FN class. Lot 1: The procurement that the Norwegian Defence Material Agency (NDMA) intends to make with Navantia S.A. as the supplier is defined to 12 technical ship changes that must be engineered and implemented on the FN class, and covers systems such as: Integrated Platform Management System (IPMS), Bilge and Ballast, electrical installations, propulsion, and seawater system. The changes are of such a character that the executing company needs in-depth technical competence in the frigates as regards both the existing system specification and the existing design/documentation. The scope is planned to be gradually transferred to a supplier in a strategic framework agreement for maintenance and upgrading frigates (see TED 2022/S 130-372228), with the transfer of knowledge and technology from Navantia S.A. The plan is that Navantia S.A. will be obliged to cooperate with the supplier in the strategic framework agreement for the implementation of the stated changes. The scope that will be transferred to the supplier in the strategic framework agreement will be based on the extent to which this supplier is able to take on further implementation, and on the character of each change. The majority of the changes must be reflected in the vessel's IPMS, for which Navantia S.A. has the source code and is the sole supplier of the system. NDMA has assessed that only Navantia S.A. can deliver timely systems for the scope that fulfil the requirements set by NDMA, including specific military requirements. This is based on Navantia S.A. being the original shipyard for the FN class, and thereby has unique and in-depth technical competence on the frigates, as well as the owner of the source code for the IPMS. The value is estimated to be between NOK 200 million - NOK 400 million.
