Decoration & Minor Pre-decoration Repairs Framework 2024

Description

Hampshire County Council (the Council) has an established Decorations and Minor Pre-decoration Repairs Framework for various works delivered via a multi-lot, multi-contractor Framework Agreement that caters for Hampshire County Council (schools and non-education) and other named authorities. Hampshire County Council's Property Services manage and maintain a large portfolio of property on behalf of Hampshire County Council (HCC). Within these buildings, other directorates provide key services to the residents of Hampshire. It is essential that the buildings remain operational, to support the delivery of these services, and provide a safe and functional environment for the users and visitors. As part of its maintenance programme, the Council undertakes external re-decorations of the built estate. Pre-decoration repairs will encompass repair or renewal of any element of the building which, if left unattended, would result in the premature deterioration of the decorative coating or of the building fabric itself. Work will fall under the following general headings: • Joinery • Glazing • Rain water disposal goods • Pointing • Rendering • Applied finishes • Clearing flat roofs, including gullies and outlets of debris • Washdowns of buildings The Framework Agreement is due to expire in February 2024 with the replacement framework agreement set to last for 4 years up to February 2028. The scope of current framework includes a variety of individual projects and programmes of external and internal decoration works and pre-decoration repairs including the use of fixed scaffolding and mobile access systems, associated glazing, guttering and joinery repairs and washdowns to buildings and structures as directed. The current framework is divided into two Lots with a typical combined spend of £3m per annum. The Council are undertaking a supplier engagement day on Friday 8th September at 10:00 to raise market awareness and interest for this forthcoming opportunity. The event will be a presentation hosted at Hampshire County Council Offices, The Castle, Winchester SO23 8UJ. Contractors should register their interest via the Council e-tendering portal - Intend and use the correspondence function on Intend to advise of the names and positions of the delegates they will be sending on the day. The Council will guarantee Contractors up to two delegates a place at the presentation. Contractors can request additional delegates to attend and the Council will make a decision based on availability of space following request from all Contractors. The event will review the scope of the new framework and inform interested contractors of modifications being sought to the lotting structure and award process. The Council will provide a general overview of the bid process and current procurement timeframes. Any questions arising from the day will be posted via the clarification function on Intend. Lot 1: Under the current framework the works under this lot are typically being awarded via a mini-competition process - • Lot 1 - Individual projects and programmes of work greater than £200k; established with 5 contractors with a typical annual spend of £1m The Council is looking to establish the new framework with the following lotting structure - • Lot 1 - Individual projects up to the value of £75K (typically the projects will be low value internal decoration works with a fast turnaround period expected); established with 4 contractors The Council will primarily look to award works on a rotational basis, though will retain the option to run a mini-competition. The rotational award system will look to reduce the administrative process for the Council and contractors with the associated tendering costs and increased speed of award, whilst securing pricing based around the National Schedule of Rates to allow for clear and transparent pricing when developing the project requirements. The rotational system will allow for work to be shared amongst contractors to ensure a suitable capacity to undertake ongoing works. Contractors will be assessed against set Key Performance Indicators in the delivery of any project. Contractors need to ensure these KPI's are delivered to satisfactory levels or this could result in subsequently missing a rotation in the next award schedule. The Council would anticipate a total annual spend of £4m across both the new lots, with a total framework value of £20m over the four years, to account for any additional works secured through external partners/contracting authorities. Additional information: In order to assist the Council with the re-procurement of the new Decorations and Minor Pre-decoration Repairs Framework, a questionnaire will be issued subsequent to the supplier day for contractors to provide feedback in respect of changing the lotting and award structure. The Council require the questionnaire to be returned by 12:00 on Friday 29th September 2023 and responses should be sent via the Intend correspondence function. Lot 2: Under the current framework the works for this are typically being awarded via a mini-competition process - • Lot 2 - Individual projects and programmes of work less than £250k, established with 9 contractors with a typical annual spend of £2m The Council is looking to establish the new framework with the following lotting structure - • Lot 2 - Complex individual projects and/or programmes of work above £75K with no maximum project limit (typically projects will be in packages generally containing 6-10 sites and range in value between £150K to £250K), established with 6 to 7 contractors The Council will primarily look to award works on a rotational basis, though will retain the option to run a mini-competition. The rotational award system will look to reduce the administrative process for the Council and contractors with the associated tendering costs and increased speed of award, whilst securing pricing based around the National Schedule of Rates to allow for clear and transparent pricing when developing the project requirements.
