A framework to provide support for decarbonisation, climate change adaptation and resilience, EU Exit, Covid-19 and Green Recovery workstreams. This consultancy brief is being issued by the Welsh Local Government Association (WLGA) to secure external capacity to assist in the delivery of its decarbonisation, climate change adaptation and mitigation, EU Exit, Covid-19, and Green Recovery workstreams for Welsh Local Government. These are separate workstreams, however they share many common elements. Collectively, these workstreams are referred to as the Transition and Recovery Support Programme (TaRSP). The WLGA does not anticipate that each bidder will possess expertise across all the above workstreams and therefore applications are welcomed in respect of all, or several, or each of the workstreams. We will require the successful bidder(s) to operate on a framework, helping as and when required in the following ways: · Intelligence sharing - identifying and, subject to agreement, developing and delivering materials through a range of appropriate means of engagement (e.g. workshops), that will benefit all LAs in their business continuity, decarbonisation, and green recovery planning. · Short, sharp research commissions – responding as specific issues are identified, to develop material of what works in practice, with case studies as appropriate, that can be shared rapidly with all LAs. · Outcome measurement/evidence base – it is very important that an evidence base is collected to demonstrate organisational and behaviour changes that are being made as a result of information, assistance and support provided. Tenders should identify, in general terms, how feedback will be captured and how ‘change’ would be measured and assessed. · Bilingual service: ensure that materials are made available in bilingual format in accordance with the WLGA’s policies. 8. These goals will be the subject of discussion with WG, LAs and the appointed consultant(s) throughout the period, with revisions as appropriate to take account of changing circumstances, new ideas etc.
