DFID expect to undertake a procurement process for design and delivery of the development markets infrastructure programme (DMIP). DMIP was announced at the UK-Africa Investment Summit in January 2020, as part of the UK’s commitment to support high-quality, sustainable infrastructure. It will improve the quality and affordability of public sector infrastructure and improve value for money in public sector infrastructure procurement. It will achieve this through: (i) technical assistance to support governments in procuring infrastructure, by helping run open competitive tenders and enhancing governments’ capacity to negotiate transactions and to improve project quality; and (ii) grants to reduce the cost of public sector borrowing to finance high-quality public sector infrastructure to fuel economic development, create jobs and provide critical infrastructure services to poor people. DMIP will primarily support countries that have limits on borrowing on commercial terms because of IMF or World Bank restrictions on their borrowing in order to maintain sustainable debt levels or those who cannot afford the higher cost of quality infrastructure. It will enable bidders from any country that do not benefit from other concessional finance to compete for public sector infrastructure projects in developing countries. DMIP will only support businesses that meet high-quality standards and robust environment, social and governance and transparency requirements. There will be an online early market engagement event held on 10th August 9.00-11.00 (BST). To register to attend the event please register your interest on the DMIP opportunity (reference — 10138) on the DFID Supplier Portal — https://dfid.proactisportal.com — and complete the survey link in the questions section for DMIP. Note, there are two elements of registration which must not be confused with each other: 1) suppliers register their interest for the DMIP opportunity on the DFID supplier portal to ensure they receive all communication and updates (this is not registration to attend the event): 2) there is a survey link in the questions section which contains the link to register to attend the EME event. Deadline to register attendance for the EME is 7th August — 11.00 (BST). A link to join the event will be sent to all registered attendees by close of business on 7th August. An agenda, presentation slides and programme overview will be issued in due course and available in the attachments/documents section on the portal. This is a PIN No tender documents are available at this stage. DMIP is expected to be for a period of 2 to 5 years at a value of GBP 200 000 000 to GBP 500 000 000 (inclusive of any applicable VAT), with any applicable extension options applied. These details will be confirmed at invitation to tender.
