Description

Alstahaug Municipality needs housing for persons who require 24 hour care. In addition the municipality needs a day activity centre and a new base for the home care service. Alstahaug Municipality intends to enter into a contract with Otiumpluss Alstahaug Bolig AS for the acquisition of 24 such houses. In addition, Alstahaug Municipality intends to enter into a contract with Otiumpluss Alstahaug Næring AS for the rental of premises for a day activity centre and a base for the home care service (the 'service building'). Lot 1: Alstahaug Municipaity has had an expressed need for a while for a better service offer for users of the municipality's health and welfare services. The municipality has been contacted by Clemens Eiendom AS, a subsidiary company of Opplysningsvesenets fond, with questions on whether the municipality would be interested in assessing the possibility for the establishment and realisation of 24 sheltered accommodation flats, a day activity centre, and premises for the home care service in Kirkeveien 48 in Sandnessjøen in Alstahaug Municipality (cadastral no. 37, title no. 1210). The property is developed with the previous vicarage in the municipality, and is owned by Opplysningsvesenets fond. Clemens Eiendom AS and Konseptpluss AS have developed a total concept for the project. The project has been presented to the municipal council, which gave very positive feedback. Alstahaug Municipality intends to enter into a contract with Otiumpluss Alstahaug Bolig AS for the acquisition of 24 newly constructed houses for persons who require 24 hour care, organised as a housing association with the municipality as the founder. Furthermore, Alstahaug Municipality intends to enter into a contract with Otiumpluss Alstahaug Næring AS for the rental of premises for a day activity centre and a base for the home care service (the 'service building'). The rental period is set to 30 years, with an option for the municipality to procure the shares in Otiumpluss Alstahaug Næring AS after the rental period has expired. The service building will be established in the existing building on the property. The building will be renovated. An extension to the current building has been engineered. The project's 24 residential units consist of three houses, each with eight residences. The residences are intended for older adults and elderly persons who require a decision on 24 hour care. The residences will be independent and will approx. 51 m2 gross, in accordance with the Housing Bank of Norway's requirements for sheltered accommodation flats. The residences will have life cycle standard and will be adapted for persons with reduced functional abilities independent of diagnosis. The residences will consist of a lounge, kitchen, bedroom, hall, bathroom, and internal storage room. In addition the residences will have separate external storage sheds. The houses with eight residences will not be characterised as special buildings. The houses are, in real terms, normal residential units that, in principle, can be sold/rented out to other buyers/tenants. The builder for the implementation of the project will be Otiumpluss Alstahaug Bolig AS for the blocks of flats and Otiumpluss Alstahaug Næring AS for the service building. Alstahaug Municipality has not specified any requirements for the buildings, but has been presented with a ready-developed package in a tender from Clemens Eiendom AS and Konseptpluss AS. The contract's annexes, in the form of drawings, project descriptions, project plans, etc., document this. The situation is thus comparable with the procurement/rental of an existing property.
