Description
NHS SBS acts in an Agency capacity for and on behalf of our customers (Approved Organisations) - existing and new. These comprise of NHS and Social Care organisations (whether acting individually, or on behalf of, or together as members of any consortia) along with any other public or private sector bodies which NHS SBS authorises to use the resulting Framework. NHS SBS has put in place a Framework Agreement for the provision of Hard Facilities Management 2. Lot 1.1: Building Management Systems (BMS) The scope of the BMS/BEMS is to provide a computer-based control system that manages and controls but is not limited to the mechanical and electrical services of a single building, up to an entire portfolio of buildings using intelligent standalone controllers, or outstations, to accurately control plant such as boilers, pumps, fans, lights, and security systems in response to changing conditions such as time, temperature and light levels. Lot 1.2: Computer Assisted Facilities Management (CAFM) Provision of CAFM solution, in accordance with the Customer's specified requirements (both for Hard & Soft FM based services), that will enable facility managers to effectively manage their buildings in one centralized system. The system should allow for facilities managers to plan, execute, and monitor all activities involved in areas including, but not limited to, the following: • space and workplace management • asset management • reactive and planned preventative maintenance • operational facility services • room reservations • Help Desk solutions The solution shall include provision of management reports on building and plant performance using logged data on plant operation and environmental conditions. Lot 1.3: Integrated Workplace Management Systems (IWMS) Provision of an Integrated Workplace Management System (IWMS) that will enable the optimisation of workplace resources, including the management of customer estates portfolio, infrastructure, and facilities assets as well as housekeeping, portering and catering services offered across some estate (Hard & Soft FM services) Lot 2.1: Building Fabric Maintenance The Supplier shall be responsible for the provision of planned and reactive maintenance and statutory compliance, including but not limited to the maintainable fabric and building elements. Maintenance Services include but are not limited to: • Maintenance Planning • Asset data collection and management • Maintenance logbooks • Planned and reactive maintenance • Project works • Site inspections • Statutory compliance • Technical Support Lot 2.2 A: MTC Building This lot provides Reactive Building, Planned Maintenance and Minor alterations and improvements works. General works of a maintenance and refurbishment nature including small - medium capital works schemes, orders to include single works trades to multiple trades. Specific requirements and tangible business will be made known to the providers under this Framework Agreement at the Mini-Competition Stage. Each participating Customer will conduct its own Mini competition to reflect the participating Customer's bespoke requirements. Lot 2.2 B: MTC Painting & Decorating This lot provides Reactive Painting and Decorating, Planned Maintenance and Minor alterations and improvements works. General works of a maintenance and refurbishment nature including small - medium capital works schemes, orders to include single works trades to multiple trades. Specific requirements and tangible business will be made known to the providers under this Framework Agreement at the Mini-Competition Stage. Each participating Customer will conduct its own Mini competition to reflect the participating Customer's bespoke requirements. Lot 2.2 C: MTC Electrical This lot provides Reactive Electrical, Planned Maintenance and Minor alterations and improvements works. General works of a maintenance and refurbishment nature including small - medium capital works schemes, orders to include single works trades to multiple trades. Specific requirements and tangible business will be made known to the providers under this Framework Agreement at the Mini-Competition Stage. Each participating Customer will conduct its own Mini competition to reflect the participating Customer's bespoke requirements. Lot 2.2 D: MTC Mechanical This lot provides Mechanical Maintenance work, Planned Maintenance and Minor alterations and improvements works. General works of a maintenance and refurbishment nature including small - medium capital works schemes, orders to include single works trades to multiple trades. Specific requirements and tangible business will be made known to the providers under this Framework Agreement at the Mini-Competition Stage. Each participating Customer will conduct its own Mini competition to reflect the participating Customer's bespoke requirements. Lot 2.2 E: ALL MTC LOTS The Works cover all regular Building, Painting and Decorating, Electrical, and Mechanical trades. Lot 2.3: Plumbing Services & Drainage Services To provide plumbing services in respect of sanitary ware, pipework, and drainage, at Customers sites in terms of repairs, supply, new installations, commissioning, servicing, and statutory checks. Lot 2.4: Flooring Services Flooring services to undertake new work, general maintenance and repair works for Customers. This may include, but not be limited to: Flooring of areas Repairs and making good of any damaged flooring Advice on issues or queries which the Customer may have surrounding flooring requirements Lot 2.5: Roofing and Guttering Services The successful supplier(s) will be expected to provide roofing and guttering services to Customers. This may include, but will not be limited to, the following service activities: • Repairs to existing roof installations • New roof installation • Repairs to existing guttering • Installation of new guttering • Clearing of guttering • Advice on issues or queries which the Customer may have surrounding roofing and guttering requirements. Lot 2.6: Glazing Services Requirement for a fully comprehensive re-glazing and emergency boarding up service. This is required for daytime and out of normal working hours for all the Customer's buildings, unless otherwise agreed with the Customer. Lot 2.7: Partitioning and Isolation, and Social-Distancing Systems To provide partitioning services to Customer properties. This may include but not be limited to the following service activities: • Erection of partition walls such as, but not limited to, non-load bearing walls that separate spaces in buildings, or framed partition walls (sometimes referred to as stud walls) constructed from a timber, steel or aluminium frames clad with boarding such as plasterboard, timber, metal or fibreboard. • Erection of proprietary systems, or social distancing systems • Creation of partitioned spaces to create new internal rooms • Repair or maintenance work of existing partitioning structures • Demolition of existing partitioning • Installation of sound proofing partitioning • Advice on issues or queries which the customer may have surrounding partitioning requirements. Lot 3.1: Generator Maintenance Requirement for the Supplier to look after the operation and maintenance of backup generators and uninterrupted power supply equipment, and to provide new installations and supply of equipment were required. Lot 3.2: Standby Power Systems and Uninterruptible Power Supply (UPS) Provision for the operation and maintenance of backup generators and uninterrupted power supply equipment, ensuring continuity of services by ensuring that the backup equipment is always available and starts as soon as the mains power supply is disconnected / interrupted. Lot 3.3: Low Carbon Energy Infrastructure Requirement for the Supplier to develop, supply, install and maintain the operation low carbon energy infrastructure and equipment. Lot 3.4: Combined Heat and Power (CHP) Requirement for, but not limited to service, maintenance and repair, new supply, installation and replacement of Combined Heat and Power Systems. Lot 3.5: Fuel Storage, Maintenance, Safety Services and Systems This lot covers bunded and bunkered fuel systems, storage solutions, safety services, systems, and solutions, including fuel decontamination (e.g., fuel polishing) and risk mitigation. Lot 3.6: Steam Plant The Supplier must support the process of ensuring that all systems are operating efficiently and effectively, including new installation work, as well as reactive and planned maintenance. Lot 3.7: Gas and Oil Boilers The scope is to provide mechanical services in respect of boilers and heating systems at Customer sites. This will include but will not be limited to repairs, new installations, supply of new equipment, commissioning, servicing, statutory checks and advice on systems which represent the best option for the Customer in terms of value for money, sustainability and operational constraints. Lot 3.8: General Gas Appliances The scope is to provide services in respect of all gas appliances at Customer sites. This will include but will not be limited to repairs, new installations, supply of new equipment, commissioning, servicing, statutory checks, and advice on systems which represent the best option for the Customer in terms of value for money, sustainability, and operational constraints. Lot 4.1: High Voltage & Switchgear Maintenance The requirements will be, but not limited to undertaking general maintenance, fault diagnosis, repair works and new works, to all buildings on the Customer's site. The Supplier must liaise directly with the Customer's Representative. Lot 4.2: Fixed Wiring Testing and Cable Management Fixed Wire Testing involves the testing of electrical services and systems that conduct electricity around a building. It covers all the hard wire in a building and may include but is not limited to: • Main Panels • Distribution boards • Lighting • Socket outlets • Air conditioning • Other fixed plant Lot 4.3: Lightning Conductor Testing There is a requirement for Lightning Conductor Testing to ensure compliance with guidance and legislation. This may include, but not be limited to installation, testing, maintenance, repair, and service which may be a proactive and/or reactive requirement. The reactive service may be required to operate a reactive pot. If required, the value of this and the process will be agreed at contracting. Lot 4.4: Re-lamping and Lighting Solutions Service Customer requirements for the replacement of lamps (bulbs) in light fixtures, this may be completed as each fail, or it may be done as part of a schedule. Lot 5.1: Ventilation and Air Conditioning Requirement for, but not limited to maintenance of ventilation and air conditioning systems. The Supplier will supply and install new systems, carry out general maintenance/servicing, fault diagnosis and repair and replacement works at Customer buildings. Lot 5.2 A: Air Cleaning, Decontamination and Infection Control Systems (Includes supply, installation, maintenance and repair) This lot also allows for other innovative forms of air ventilation, handling, purification, decontamination systems and services to be made available to NHS SBS customer sites, as required by site managers and / or future legislative requirements or emergency procedures. This particularly relates to public health emergencies and requirements which may require the isolation of particular areas or setting up of temporary airlocks or testing facilities in outlying sites, and / or where there is a requirement for higher levels of air purification / decontamination. Requirement for, but not limited to maintenance of ventilation and air conditioning systems. The Supplier will supply and install new systems, carry out general maintenance/servicing, fault diagnosis and repair and replacement works at Customer buildings. Lot 5.2 B: Air Cleaning, Decontamination and Infection Control Systems (Includes supply) This lot also allows for other innovative forms of air ventilation, handling, purification, decontamination systems and services to be made available to NHS SBS customer sites, as required by site managers and / or future legislative requirements or emergency procedures. This particularly relates to public health emergencies and requirements which may require the isolation of particular areas or setting up of temporary airlocks or testing facilities in outlying sites, and / or where there is a requirement for higher levels of air purification / decontamination. The Supplier will supply and install new systems. Lot 5.3: Refrigeration & Freezer Maintenance Requirement for a fully comprehensive fault and breakdown maintenance service for, but not limited to, all production kitchen refrigeration, domestic refrigeration, freezers, and cold storage equipment at all the Customer's Sites. The requirement may include maintenance of clinical refrigeration, mortuary refrigeration, or related refrigeration units. The Supplier must be able to on request provide a quotation for new or replacement equipment within 2 working days. Lot 6.1: Fire Doors The scope includes, but is not limited to, fully comprehensive Planned Maintenance and Annual Inspection of Fire Resisting Door Sets. The supplier shall be able to supply and carry out new installations, as well as carry out inspection, maintenance and repairs on existing doors and systems. Lot 6.2 A: Anti-Ligature Doors (Includes supply, installation, maintenance and repair) To provide anti-ligature doors and associated monitoring and alarm systems. Including installation, maintenance and repair. The design principles are referenced in accordance with DHF Technical Specification TS 001- Enhanced Requirements and Anti Ligature Hardware Health Building Notes HBN 03-01 may be used in conjunction for the specification. Lot 6.2 B: 6.2B Anti-Ligature Doors (Includes supply) To provide anti-ligature doors and associated monitoring and alarm systems. The design principles are referenced in accordance with DHF Technical Specification TS 001- Enhanced Requirements and Anti Ligature Hardware Health Building Notes HBN 03-01 may be used in conjunction for the specification. Lot 6.3: Auto-doors The requirements under this service area are for the Supplier to carry out full servicing and inspection at specified intervals together with providing a 24 hour call out service for Auto Doors. The supplier shall be able to supply and carry out new installations, as well as carry out inspection, maintenance, and repairs on existing doors and systems. Lot 6.4: Covid-secure Queue Management Systems and Access Control Provision of FM Solutions to adapt buildings to Covid-19 social distancing requirements include, but are not limited to, the following: Socially distanced weather shelters Temperature Screening Other Covid-19 Queuing solutions may include: LED Ticket Systems Customer pager systems Traffic Light Systems Scope, system configuration and timescales to be agreed at the call off / contracting stage. Lot 7.1: Statutory Inspections The Supplier shall set up an annual programme of statutory inspections to ensure all equipment receives the required inspections at the correct time. Lot 7.2: Rating Support Services To provide the provision of a comprehensive service including but not limited to Rate Audits and Rateable Valuations ensuring that all rate demands issued to the Customer are correctly calculated and adhere with legal requirements in terms of both service and information provided. Suppliers may also be required to provide accurate rate liability forecasts being mindful of sub-lettings, lease expiries and discretionary and mandatory reliefs. The scope will also allow for the provision of detailed financial reporting and Business Rate savings. Lot 8.1: Electrical Sundries and Components Suppliers shall offer Customers a broad product range of Electrical Sundries and Components and provide advice, support, and guidance for general product enquiries. Lot 8.2: Fire Safety Equipment & Maintenance Suppliers shall have the ability to supply Customers with a broad product range of Fire Safety Equipment and provide advice, support, and guidance for general product enquiries as well as planned preventive maintenance and reactive repair. Lot 8.3: Removal Services The requirement is for providers with appropriate resources, experience for the provision of removal and relocation of clinical and non-clinical services in live environments such as hospitals, schools, general office buildings, including full project management of all operations appropriate to relocation services. Lot 8.4: Barrier Control Maintenance The scope of this Lot will include but is not limited to the maintenance, supply, new installation, and repair of the following: • Security Gates • Sliding Gates • Remote Control Gates • Steel Gates • Timber Gates • Parking Barriers • Remote Barriers Lot 8.5: Air Compressors The scope of this lot is to provide for the maintenance, supply, installation, replacement, and repair of Air Compressors such as, but not limited to drills in theatre, and piped systems, such as, but not limited to suction and oxygen, medical air. Lot 8.6: Signage The scope of this lot is to provide signage for the Customer as agreed at the point of contracting. The type of signage will include, but will not be limited to, the following: • How to exit the building • General direction information • Disability signs • Health and Safety signs • Directional and wayfinding signs and systems Lot 8.7: Clocks The scope of this lot is for the maintenance, supply, installation, replacement, and removal of a range of clocks used by Customers, for example, but not limited to GPS controlled wireless clock systems, Mains Electric Clocks, Battery Clocks, Master Clocks - supporting Slave Clocks, Radio controlled clocks, Thermometers and digital clocks. Lot 8.8: Nurse/Emergency Call Systems The Supplier shall supply, install, maintain, and service fully monitored, digital patient-to-nurse call systems with an integrated digital sound distribution system and to comply with HTM08 03 - Bedhead services. Systems may include, but shall not be limited to • Nurse call systems • Bedhead systems • Custodial cell call system units in accordance with NOMS STD/E/SPEC/013, including: o Cell Call Units o Corridor Reset Units o Landing Indicator Units o Wing Office Display Units o PSUs and event log file servers o Disabled cell and 'safer cell' systems such as Samaritan Call, alarm strips and panic buttons Lot 8.9: Ironmongery Ironmongery The supply and installation and maintenance Ironmongery work and services, which is primarily iron goods. The term also refers to items made of steel, aluminium, brass, or other metals, as well as plastics. Lot 8.10.: Locksmith Services Specialist locksmith services, offering both a proactive and reactive service for but not limited to; • Internal doors • External doors • Cabinets • Lockers • Fridges • Medical Record Cabinets • Safes Lot 9.1: Hard FM Managed Services The scope of the Hard Facilities Management Managed Service will include any service areas, classified under Hard Facilities Management: this will be agreed at contracting stage. The Agreement may include, but not be limited to the individual service areas forming part of this Agreement.
