The council are seeking to explore opportunities for the provision of renewable energy from renewable energy assets on land not owned by Glasgow City Council, via a power purchase agreement (PPA) to Glasgow City Council at rates competitive with current purchasing costs, providing Glasgow City Council with reduced CO2 emissions in line with the Net Zero Carbon ambition of the Glasgow Climate Plan and the Glasgow City Council Carbon Management Plan. The council are seeking to use this notice to request information and as a means of engaging with the market in order to: - Ascertain who can provide these services to the council - Refine our requirements and ensure we are maximising the opportunities for innovation - Gather feedback from suppliers on high level solution overviews Lot 1: Glasgow City Council has, in its Carbon Management Plan, set a target of being a Net Zero Carbon organisation by 2030. The council has also established a target for the City to be a Net Zero City by 2030 in its Climate Plan. These targets require that the council explore every opportunity to decarbonise our energy supplies. The council has already established a programme of solar installation on its own sites but acknowledges that this alone will be insufficient in generating enough energy to reach these challenging targets. In addition to setting these targets, the council requires to address its utility costs in the face of very challenging budget circumstances, thus it seeks to explore opportunities to work with private owners of renewable energy assets to address the Net Zero challenge in a way that also provides savings on energy costs. The council will require an experienced owner and operator of renewable energy assets to provide a secure and reliable supply of renewable energy via a PPA to Glasgow City Council assets. Suppliers will need to present competency of the following skillsets: - Experience managing renewable energy assets, - Experience managing the supply of energy from renewable energy sources to a portfolio of buildings, - Understanding of regulatory requirements in relation to the supply of energy, including all requirements in relation to establishing PPA’s, billing for energy supplied, and metering requirements, - Demonstrating necessary legal arrangements in relation to land ownership or leasing where renewable assets are placed, consistent with proposed length of supply contracts, - Providing clear tracking of any external factors that may affect the cost of the renewable energy supplied and provide guarantees with regards to how costs will be managed The overall objective of these services is to secure carbon and cost reduction for energy supplied to and consumed by Glasgow City Council.. Interested suppliers are to complete and return a request for information (RFI) questionnaire, containing details of how they think they can meet the councils requirements. The RFI questionnaire can be found in the attachments area of this notice, completed responses are to be emailed to linda.o’dell@glasgow.gov.uk no later than 5pm on Friday 3rd January 2025.
