Summary of the work James Paget Hospital Trust requires support with producing a Strategic Outline Business Case for a future EPR system. The outcome to inform a strategic discussion on programme of business change based on an EPR approach. Ultimately this will inform the Trust's readiness to commit to a strategic EPR system. Specialist role Business analyst Expected Contract Length 3 Months Latest start date Monday 11 June 2018 Who Speclialist Work With Cross section of stakeholders including current clinical system owners / sponsors, I.T. technical leads, data management team, transformation and Trust executives. It may also involve engagement with STP and LDR stakeholders. What Specialists Work On Current state analysis of the EPR Clinical & Digital Environments and Trust's digital maturity. Assessment of JPUH technical environment regarding EPR and technology marketplace Strategic Outline Business Case addressing: Strategic Case - links with national, regional and local strategic plans Economic Case - how would EPR support clinical improvements, risk reduction, reduced cost profile and increase income Financial Case - impact of EPR procurement (over 7 year period) Commercial Case - potential methods of procurement Management Case - investigate size and complexity of programme and how it could be managed and successfully implemented Impact assessment on current Medical Records operation Skills & Experience • Analysis skills for clinical support environment with respect to end-to-end EPR operations • Analysis of clinical operating model and associated business processes and applications/interface architecture • Analysis of digital maturity of the strategic roadmap for the EPR environment • Strategic analysis skills • Data Architecture skills • Technical Infrastructure analysis skills • Report writing of Strategic Outline Business cases • Financial benefits case • Understanding of STP and LDR implications Nice to Haves • Support model assessment • EPR Market analysis • Health Records Operational knowledge Work Location James Paget University Hospitals NHS Foundation Trust Lowestoft Road Gorleston Great Yarmouth Norfolk NR31 6LA Working Arrangments It is anticipated that a mix of onsite 'face to face' working and remote analysis will be required. There is a very wide range of skills that have been specified from data architecture, technical infrastructure through to production of the business case (this in itself requires a mixture of commercial skills). In our experience, this breadth of skills are unlikely to found in one individual. What is the balance of technical/commercial skill that you would prefer? Would you consider a team of two - one EPR technical, one commercial? The opportunity exists for the supplier to determine the most suitable configuration of resources with balance of effort and providing access to additional skillsets as required. The latter may be provided from a central consultancy pool, with the supplier responsible to ensure that the mix fulfils the objectives of the required assignment in producing a coherent and quality end product. 12. The Answer to Question (11.) does not fill me with confidence that this is being procured through the correct channel, I have to agree that it seems there is a need for multiple skills normally found either in a very high end individual at Project management level not at a Business Analyst level? Please can you confirm a budget for this role so we are able to identify the correct level of person, please can you arrange a conference dial in call to discuss this role with all suppliers so we can better understand the needs, Thank you. Further clarification has been requested concerning the resource mix for this assignment. We have already acknowledged that the required skills will span various SFIA and commercial skillsets. However, we feel it is reasonable to expect a supplier with experience in analysing EPR readiness and drafting an OBC to be aware of the required mix. We do not wish to pre-determine this as it may be seen as restricting the options and value add within the responses.
