PRODUCING THE NATIONAL DISABILITY AUTHORITY’S ELEARNING MODULE ON DISABILITY EQUALITY

The National Disability Authority now invites responses from suitably qualified tenderers to produce an introductory eLearning module on disability equality. The National Disability Authority welcomes tenders from persons with and without disabilities. The objective of this introductory eLearning module is to provide the public sector with: • An increased awareness and understanding of persons with disabilities, the social model of disability and the concept of disability equality • The understanding and the skills to recognise persons with disabilities as individuals in their own right with their own capacities and skills • The skills and competencies to engage with persons with disabilities with in an equitable and inclusive manner that includes consulting with persons with disabilities from the outset on scoping, developing, delivering and evaluating accessible mainstream public services • The skills and competency to produce accessible mainstream public services (including employment) in line with their statutory obligations using a Universal Design approach The objectives of the eLearning module will be achieved by: 1. Ensuring the content of the eLearning covers a number of key elements including: • The diversity of persons with disabilities as in persons with different disabilities; persons with disabilities from different cultures and with different sexual orientation • Current legislation including the Disability Act 2005; the Public Sector Equality and Human Rights Duty (2014) UN Convention of the Rights of Persons with Disabilities (UNCRPD); the European Union (Accessibility of Websites and Mobile Applications of Public Sector Bodies) Regulations 2016 etc that place obligations on public bodies to provide mainstream accessible public services including employment • Providing advice on creating an Equitable Diverse and Inclusive (EDI) work culture using a Universal Design approach and engaging with persons with disabilities in an equitable and inclusive manner. 2. Ensuring the accessibility of the eLearning module’s content 3. Ensuring a positive user experience of the eLearning module’s content 4. Ensuring the module is interactive, user friendly and accessible (WACAG 2.1) incorporating animation and video content The National Disability Authority now invites responses from suitably qualified tenderers to produce an introductory eLearning module on disability equality.
