Oxford University Hospitals NHS Foundation Trust (the “Trust”) wishes to advise interested parties that it will shortly publish a contract notice and carry out a competitive dialogue process to identify an integrated transport solution through a prime contractor which will manage and, if needed, procure the provision of transport services to the Authority. The integrated service should include an online portal through which the Trust can arrange the provision of transport services. The Authority’s current transport contract may be novated to the successful supplier at the commencement date to aid transition. <br/><br/>It is hoped this PIN will provide organisations who may be interested in submitting a bid, or consortium bid, the necessary time to allow them to plan and prepare the resources.<br/><br/>The Trust is faced with uniquely challenging times because of continuing budget restraints and changing service demand, but also unique opportunities arising from the profound changes and challenges Lot 1: The Trust has agreements with an estimated 15 different providers of various forms of transportation and related services with no single system to manage, monitor and report on performance.<br/><br/>It is proposed that the Trust will go to market to procure the services of a single prime contractor to integrate and manage Trust-wide transportation and related services pursuant to a competitive dialogue process. It is anticipated that where possible the successful supplier will accept a novation of the current contracts and procure additional or replacement services as it sees fit to provide the most cost effective and efficient integrated solution. <br/><br/>This route to market will avoid disruption the existing services, consolidate all our requirements into a single service, act as single point of contact for the Trust, and will give responsibility for all aspects of the transportation and related services to the prime contractor tasked with achieving best value for the Trust.<br/><br/>The contract will be based on a scalable model that is likely to start with couriers, staff transport and taxis and then be extended to include non-emergency patient transport in the next phase, and it would continue to grow by including related elements of the Trust’s requirements. <br/><br/>The exact services that may be procured cannot at this stage be clearly defined, however the nature and types of services that may be required are as per the identified CPV codes.
