Est South: Development and Lease of Primary Care Centre, Blarney/Tower/Cloghroe

The Contracting Authority is initiating this tender competition in order to identify an economic operator(s) with suitable lands or building and the capability to develop a primary care centre on such lands or within such building and lease it to the Contracting Authority, including a future option for the Contracting Authority to buy the primary care centre. It is anticipated that that term of the lease will be between 25 and 30 years from the completion of the primary care centre. Candidates are to note that Tenderers invited to Tender pursuant to the ITT at the next stage of the procurement process will be required to include written evidence that at least 1 General Practitioner has agreed to locate his/her practice at the proposed Site from Term Commencement. A Pass requirement for the PQQ is that the site is located within the bounds of the map outlined below, nearest the main population centres of Blarney Tower and Cloghroe. If the candidate goes forward the sites will then be further considered on the criteria following. When proposing a site be mindful of the Cork City Development Plan: - Public transport connectivity from Blarney and environs is a priority o No sites in Hinterland Z21– preferably Z09 Z14 Z15 zoning refer to Map 10, Map 11 and Map 17 of Mapped Objectives o No proposals that would require material contravention of the relevant Development Plan o Roads and Access – the site must ideally already be accessible and not pending upgraded infrastructure. o Preferably Tier 1 located proposals ie - with reasonable level of accessible existing public utility and mains adjacent - Preferably stand alone, not part of a proposed mixed use development, - Candidates should be aware of and mindful of the previous planning application for Blarney PCC (Cork City Council ref 2039502) and the particular challenges it faced in relation to Blarney Castle ACA etc. - Candidates should be mindful of the proposed ‘expanded’ ACA. - Existing buildings will be considered.
