TECO 2030 ASA, Grovfjord Mek. Verksted og Narvik havn KF plan to enter into a collaboration agreement regarding research and development of a hydrogen-powered speedboat. Narvik Havn KF is subject to the Norwegian Act on Public Procurement and the administrative regulations on public procurement. However, the conditions in the administrative regulations § 2-5 regarding exemptions from the regulations are fulfilled. Even though Narvik Havn KF is not obliged to compulsory competitive tendering, an announcement is published before the parties enter into the agreement. The parties intend to enter into the agreement after ten days, counted from the day of the public notice. The total budget of the project is estimated to NOK 100 000 000 ,-. Narvik Havn KF will finance a part of the project, the contribution is estimated to NOK 25 000 000,-. Lot 1: Narvik Havn KF aims to reduce its own greenhouse gas emissions, as well as to provide infrastructure that enables emission reduction for customers and cooperation partners. Narvik Havn KF needs a new work boat, and wants a zero-emission solution with hydrogen technology. However, there are no demonstrated technologies on the market today that meet the harbor's needs and budget. Narvik Havn KF wants to participate in a research and development project. The collaborative project between TECO, Grovfjord Mek. Verksted and Narvik Havn KF will aim to develop one of the first hydrogen-based speedboats in the world. The project will show that it is possible to operate a work boat in Narvik harbor with zero emissions. By participating in this R&D project, Narvik Havn KF wants to contribute to technology development within zero-emission technology, at the same time as its own emissions are reduced. By using hydrogen itself and making hydrogen available as an energy carrier, Narvik Havn KF seeks to arrange that other participants can also use hydrogen technology at an early state, such as truck transport or other ships. The project will develop and demonstrate technological solutions that do not exist in today's market, and which solve problems that are particularly important in the hydrogen-powered speedboat segment. The project will demonstrate a combination of solutions that reduce system weight, -volum and -cost so that it becomes easier to realize similar ships in the future. The project intends to apply for financial support. The R&D work aims to demonstrate: - The world's first hydrogen-powered ship classified as a high-speed passenger vessel, demonstrated as a work boat in Narvik harbor - PEM fuel cell modules with higher voltage (approx. 800-1050VDC) which have approx. 40% lower weight and volume than the best available on the market - 1 DCDC converter per 400 kW installed fuel cell power (approx. 50% reduction in converter weight, volume and cost) - Fuel cell modules with the same dynamics as a conventional diesel engine, which reduces the need for battery for load balancing - A method that allows the fuel cell system to be stopped for up to 24 hours without increased degradation, which reduces the need for a battery to maintain the idle position - A hybrid battery and fuel cell system with very small battery packs (reduced weight, volume and cost) - An innovative safety concept that provides increased safety and reduced ventilation requirements, and thus reduced energy requirements (especially favourable in cold climates) Summary of requirement specification: High-speed passenger vessel, 2 hull catamaran, length 16.5-23.99m, cruising speed 23 knots for 12 hours, min. 20 passengers and 2 crew, min. 7.2 tons bollard push, min. 3 tons cargo without passengers or 1 ton cargo with passengers and crew, max. vessel weight 60 tons. It is the parties' intention that the boat will be owned by Narvik Havn KF when the project is over.
