Summary of the work a recruitment system to be used by recruitment services to aid in the delivery timely and safe recruitment into the Trust Expected Contract Length 2 years Latest start date Thursday 30 March 2023 Why the Work is Being Done Limited functionality and multiple systems means that recruitment services are duplicating tasks and are finding it challenging to provide timely and easily accessible information. The cost, to the Trust, of using disjointed systems includes longer processes, less accurate information and higher costs, both from administrative time and longer “fill” times. Problem to Be Solved Limited functionality of existing system Who Are the Users As an HR team member I need to be able quickly and effectively recruit new staff members So that the Trust can continue to meet it's staffing needs Early Market Engagement initial market engagement appears to suggest there are a limited no. of suppliers who can meet the requirement Existing Team HR/ Workforce team Current Phase Not applicable Skills & Experience • have a proven solution live at other NHS Trusts • have a solution which meets our requirements • have a solution which is flexible and future proofed to meet different needs • have a cloud hosted solution • have the option to provide support and maintenance Nice to Haves • be able to work with us on functionality development • keep abreast of market developments (for example IR35) and provide appropriate SW upgrades proactively Work Location Remote Working Arrangments on site for initial implementation but remote thereafter No. of Suppliers to Evaluate 3 Proposal Criteria • Value for money • technical solution • how the solution meets the organisations needs • estimated time frames • risks and dependencies identified and how these are to be mitigated Cultural Fit Criteria • can work with clients with low technical expertise • work as a team with our organisation and other suppliers • share knowledge and experience with other team members Payment Approach Fixed price Evaluation Weighting Technical competence 30% Cultural fit 5% Price 65% Questions from Suppliers 1. What is the budget for this project? There is no set budget for this; we are looking for as cost effective a solution, that meets our needs, as possible 2. Is there an existing HR system in place? We do not have a HR system in place beyond using ESR and Healthroster. We currently utilise NHS jobs for our advertising and pre-employment checks. 3. Are you looking for a technology firm who owns a product to provide a recruitment system, or for a consultancy with experience of implementing recruitment systems and processes into the NHS? A recruitment system please 4. Doesn’t the requirement that the supplier already have a system live in another NHS trust tend to exclude smaller suppliers? How does this match public procurement rules and the rules of the framework? These are questions about much wider subject matters than this specific procurement exercise; I'm not sure this is the appropriate forum to answer.
