Begrundelsen herfor er de markedsmæssige hensyn. Aarhus Kommune skønner, at udbuddets genstand og omfang betyder, at Ordregiver ikke kan drage fordel af konkurrencesituationen, såfremt aftalen opdeles i delaftaler, da området i forvejen er afgrænset og kun serviceres af få store leverandører på markedet. En opdeling vil således ikke give den for Ordregiver mest optimale aftale.
