The Scottish Government has commissioned Scotland Excel to undertake research and development work on a national approach to commissioning and procurement of alcohol and drug residential rehabilitation services (which may include detoxification services). This work is part of a national programme of work involving a range of statutory and non-statutory partners. We are seeking engagement and information from both current providers of residential rehabilitation services and those who may be interested in providing services in the future to help inform development of a new national framework agreement for contracting and purchasing. This is a Prior Information Notice (PIN) relating to the engagement with interested parties, to assist with development. This is not a procurement process at this stage. Lot 1: Scotland Excel has been commissioned by the Scottish Government to take forward the following work as part of the National Mission to reduce drug-related deaths and harms: Exploring and developing a national approach to commissioning residential services Objective: A more effective and efficient mechanism for referral and procurement will lead to delivering better health and wellbeing outcomes for people. Alongside this, essential standards will guarantee quality of care and evidence-based practice in residential rehabilitation. Following a period of market research, Scotland Excel is now moving on to development of a national framework agreement for residential rehabilitation services (which may include detoxification services). Scotland Excel anticipates that a procurement process for a national framework will be undertaken and completed during 2023. Please note that the "Estimated date of publication of contract notice date" at II.3) is indicative only and may change. We are engaging with a range of stakeholders to help inform the procurement strategy and design of the framework contracting arrangements, in particular the service specification. We would welcome input from both current providers and potential providers/interested parties who would be interested in contributing to this process. Participation is not mandatory and any party not participating will not be disadvantaged in any subsequent tender process. An information session to explain the proposed framework agreement arrangements and proposed procurement is being held on Friday 10 February (10.30am to 12.30pm) via Microsoft Teams. If you are interested in contributing to this engagement process, please contact adultsocialcare@scotland-excel.org.uk and we will send details and a link for the information event. Information you provide as part of this engagement may be shared with partner organisations in the national improvement work such as the Scottish Government, Care Inspectorate, Public Health Scotland, Healthcare Improvement Scotland, Alcohol and Drug Partnerships and Health and Social Care Partnerships (NHS Boards and local authorities), for the purposes of improvement in commissioning and pathways for residential rehabilitation.
