This prior information notice is being issued to update potential suppliers in respect of Transport for London’s (TfL) requirement for vehicle licensing and inspection services and an end to end workflow system with online functionality to support taxi and private hire licensing activities. It is intended the proposed scope will include: the operation of taxi and private hire vehicle inspection services at sites based within the London area, the provision of a contact centre (for vehicle inspection bookings and vehicle administration activity) and the development and maintenance of an end to end I.T. workflow based system to support TfL’s delivery of driver, vehicle and operator licensing services including an online portal for self-service applications. Print and scanning services may be required. This prior information notice is being issued to update potential suppliers in respect of Transport for London’s (TfL) requirement for vehicle licensing and inspection services and an end to end workflow system with online functionality to support taxi and private hire licensing activities. TfL have previously issued and conducted a market sounding exercise which sought to obtain market feedback in relation to the future vehicle licensing and inspection services. The current intention is to issue the call for competition and procurement documentation towards the end of 2019/beginning of 2020 and the procedure TfL will adopt to conduct the procurement is anticipated to be the Competitive dialogue procedure, as set out in the Public Contract Regulations 2015. It is intended the procurement for the services will be conducted over 2 lots as follows: Lot 1: provision of an IT solution and online customer access portal; Lot 2: provision of a contact services centre and end to end vehicle inspection service. The intention is to include scoped options for both Lot 1 and Lot 2 for print and scanning services. Lot 1 will include the provision of the core Licensing workflow based system that will be utilised by both the Lot 2 provider and TfL internal staff; this service system will have multiple external interfaces. This system will be the central repository for logging and tracking driver, vehicle and operator data and will aid TfL in the process of effective management of its licensing obligations. Lot 2 will need to provide an IVR solution, be able to report on activity but will utilise the workflow management system provided by the Lot 1 supplier. Vehicle inspections will take place at up to 6 sites across London to be provided by TfL. Potential suppliers may wish to register on the TfL tendering portal in lieu of the call for competition being issued at the following URL — https://procontract.due-north.com/Login Additional information: TfL license and regulate all of London's taxi and private hire drivers, vehicles and operators. The Mayor’s Transport Strategy (MTS) requires that we have a strong licensing function in London, a safe and reliable taxi and private hire trade and we use technology to serve our customers. There are currently approx. 23 000 licensed taxi drivers, 105 000 licensed private hire drivers and 2 200 private hire operators in London; and 107,00 licensed vehicles. TfL’s London Taxi and Private Hire (LTPH or TPH) directorate is responsible for the licensing and regulation of taxi and private hire services and conduct the following: (i) license taxis and taxi drivers; (ii) license private hire vehicles, drivers and operators; (iii) regulate taxi fares; (iv) appoint taxi ranks; (v) improve travel information; (vi) make services safer and more accessible; and (vii) help the mayor of London integrate public transport in the capital. Taxi and private hire services play a vital part in helping people travel across the capital, providing a unique door-to-door service. Taxi and private hire services provide links with other modes of public transport, operate at times and places where other services are not available and provide crucial services for passengers with accessibility requirements.
