Surrey County Council (SCC) has committed to be a net-zero council by 2030 and has a programme to rapidly and consistently decrease gas and electricity consumption in the buildings the Council owns and operates (Scope 1 and 2). The Council has applied for funding from Public Sector Decarbonisation Fund (PSDS) to deliver decarbonisation projects in a number of buildings, and intends to make further funding applications as they become available. For a funding application, SCC require surveys and investment grade proposals for each site and have been successful in gaining grant funding via the Low Carbon Skills Fund (LCSF). SCC are seeking a Consultant to undertake this work for the next tranche of buildings. The Consultant should be aware of the requirements of LCSF and the most recent PSDS funding from Salix, following the guidance notes here Phase 3c Public Sector Decarbonisation Scheme Guidance Notes v1.1 Client Facing.pdf (salixfinance.co.uk) Phase 5 LCSF Guidance Notes_2.pdf (salixfinance.co.uk) All work must be delivered to strictly within the LCSF requirements and be suitable for a PSDS application based on the 3c criteria. SCC have recently been successful in being awarded grant funding of £53,000 from the Low Carbon Skills Fund (LCSF) to prepare heat decarbonisation plans (HDP) and the information required to make a future Salix PSDS application for eight buildings and are seeking a consultant to deliver this within the conditions of the funding. Conditions of the funding include the following: • Provide firm and clear evidence of the end of life boiler systems to be replaced • Agree to be contacted by Salix • Submission of HDP to Salix and claiming of all grant, via consultant invoices, by 31 March 2025. However it is also a condition of this contract that all works shall be completed and delivered in full (including HDP and all Salix calculations) targeted as within eight weeks of appointment and by 31 December 2024 at the latest.
