The purpose of this Soft Market Test (SMT) is to gather interest from the market and to investigate potential options to define and develop the most efficient and cost-effective target operating for preventative services and activity that is fit for purpose for the authority through the Prevention Review. The review will cover high spend/agreed priority services across the authority that undertake preventative activity – primarily focusing on activities that reduce spend in Social Care and Health. The intention is that recommendations will be developed around opportunities to deliver savings. This is not a call for competition.
